At present,China is faced with severe problems of providing for the aged,especially in rural areas,the level of providing for the aged is relatively low,it is necessary to improve the level of old-age security for rural residents to promote the harmonious development of society.The basic endowment insurance for urban and rural residents is a system to guarantee their basic life after retirement.The implementation of this policy reflects the principle of social equity and justice and can continuously narrow the gap between urban and rural areas,but it’s sustainability needs to be ensured by residents raising their contribution levels.Therefore,it is necessary to study and discuss the factors influencing the premium level of basic endowment insurance for urban and rural residents.Based on the urban and rural residents endowment insurance in Tengzhou city as a case study object,through the investigation and empirical analysis of the current payment situation of urban and rural residence insurance in Tengzhou city,the corresponding conclusions are drawn,then we put forward suggestions to guide residents to reasonably choose the appropriate payment levels,in order to provide some theoretical reference for the sustainable development of basic endowment insurance for urban and rural residents.Firstly,this paper sorts out the related endowment insurance policies in the development process of urban and rural residence insurance,and then expounds the social equity and justice theory,consumer behavior theory and planned behavior theory involved in urban and rural residence insurance.Second,about the present situation of urban and rural in Tengzhou city and payment capacity of rural residents in Tengzhou city were analyzed.Based on the above analysis results,the research hypothesis of this paper was put forward and the questionnaire was designed,then we selected 10 of 17 villages and towns in Tengzhou city to launch the research,using multiple classification Probit model to analyze the questionnaire data.Finally,according to the results of empirical analysis,conclusions are drawn and policy suggestions are put forward.Through empirical analysis it is concluded that,age,cultural level,family economic status,cognitive and personal cognitive situation,the policy and institutional satisfaction and capture to expend scale were positively correlated,that is,the higher degree of age,culture,family economic conditions,the better policy cognitive and personal cognitive situation,the higher the policy and institutional satisfaction,the more residents tend to choose high grade of urban and rural residents endowment insurance.However,the number of children,health and the number of land are negatively correlated with the payment level,that is,the residents with less children,poor health and less land are tend to have a significantly higher payment level.In order to reasonably guide rural residents to increase the level of basic endowment insurance for urban and rural residents and to promote the sustainable development of basic endowment insurance for urban and rural residents,this paper puts forward the following policy suggestions,first of all,the government should pay more attention to the effectiveness of publicity,make full use of the new publicity media,give full play to the celebrity effect,and improve the level of policy publicity of village cadres and staff.Secondly,the government should adjust and optimize policies and mechanisms,simplify procedures,optimize payment levels,adjust incentive mechanisms,and establish a differentiated system of government subsidies and basic pensions.Thirdly,the government should steadily raise the level of security,raise the standard of subsidies,improve the level of overall planning.Finally,the government should strengthen the building of community-level teams,improve the quality of services provided by people in charge,and foster social organizations.
