Research On System Optimization Of Endowment Insurance For Urban And Rural Residents In The New Era

China is currently in a critical period of building a well-off society in an all-round way.The endowment insurance system,as a strong backing to protect the vital interests of the people,is the key to promoting social construction with a concentrated guaranting the interests of the people and improving people's lives.At present,the focus of China's social endowment insurance work is to improve the overall level of endowment insurance,and to achieve the overall planning of endowment insurance in the country as soon as possible.The most urgent part of this is to coordinate the development of the urban and rural residents' pension insurance system.As is known to all,Henan Province is a large agricultural province and a large population province,promoting the overall endowment insurance system for urban and rural residents,and has positive significance for the development of the pension system for agricultural hukou in Henan Province.Constantly promote the overall development of the basic old-age insurance system for urban and rural residents,that is,to promote the development of urban-rural integration into the city,and to make a good foundation for the national pooling of pension insurance.At present,the basic old-age insurance system for urban and rural residents in Henan Province has basically achieved full coverage of the system,and the level of resident security is also constantly improving.However,due to the generally low level of household payment and low level of protection,the basic old-age insurance system for urban and rural residents cannot be implemented better.Therefore,only by continuously accelerating and improving the system construction of the basic endowment insurance system for urban and rural residents,can the system be better promoted and implemented in Henan Province,maintain the healthy and stable development of the urban and rural residents' endowment insurance system,and lay the foundation for the decisive victory in building a well-off society in an all-round way.Based on Pareto's improvement theory and urban-rural integration theory,this paper combs and analyzes the development process of China's rural social endowment insurance system,and analyzes the reasons why the residents' contribution rate of urban and rural residents' basic old-age insurance system is“low”.(1)Personal level:the “ herd effect ” of farmers in rural life;the substitution effect of traditional“ family pension ” model on “ urban and rural living security ” system;the characteristics of rural areas in the new era and the characteristics of farmers' thinkingbehavior.(2)Institutional level: The contribution subsidy of pension is not proportional to the payment of benefits;the pension payment period is relatively long,and the rural residents pay more attention to short-term interests;the system establishment time is short and the policy is changeable,the residents understand the policy vaguely and the trust is low.(3)System implementation level: In the implementation of the “ urban and rural residential security ” system,there is a phenomenon of compulsory collection and unified grades;the grassroots staff members are not in charge of the “urban and rural residential security” policy.Through the use of literature research methods and quantitative analysis methods,the development of the basic endowment insurance system for urban and rural residents has been put forward to improve the incentive mechanism for the payment of basic pension insurance for urban and rural residents;to change payment methods;to strengthen the promotion of the endowment insurance system;Team building;policy recommendations to improve the quality of grassroots managers.
