In recent years,with the rapid development of China's economy,resource constraints and environmental pollution have become increasingly prominent,and the green development has become the core of China's new development concept.Innovation,as the first driving force for development,is closely related to the green development.So,analyzing the current regional characteristics of green development,and studying how to promote green development through scientific and technological innovation have become a key factor in achieving economic transformation and improving development quality.Based on this,this paper attempted to subdivide science and technology innovation activities into two phases,studied the spatial and temporal evolution characteristics of the regional green development efficiency and the two stages of technological innovation efficiency,and then tested the driving effect of the two-stage technological innovation efficiency on regional green development.Firstly,based on the related theories and principles,this paper constructed an evaluation index system for green development efficiency,an evaluation index system for technological R&D efficiency and achievement transformation efficiency.Then,used the Super-SBM-Undesirable model to calculate the green development efficiency of each province.At the same time,used the geometric average method to obtain the green development efficiency of the eight comprehensive economic zones and analyzed its spatial and temporal evolution,and then calculated and analyzed the differences of the green development equilibrium degree of the eight economic zones through the constructed equilibrium function.Next,used the Super-SBM model to calculate the technological R&D efficiency and the achievement transformation efficiency of each province.At the same time,used the geometric average method to obtain the technological R&D efficiency and the achievement transformation efficiency of the eight economic zones,and analyzed the evolution of space-time.Finally,the Tobit model was used to conduct a empirical research to explore the driving effect of the two-stage efficiency of scientific and technological innovation activities on the efficiency of green development.The results showed that:(1)From 2009 to 2017,China's green development efficiency showed an upward trend as a whole,and there was a significant difference in green development efficiency between economic zones.High-level areas were mostly distributed along the coast and the middle reaches of the Yangtze River,low-level areas were mainly concentrated in the northwest,and the green development efficiency levels of municipalities were higher than those of other provinces,and the level of green development efficiency in the northeast,the middle reaches of the Yellow River,and the southwest were relatively low.(2)The equilibrium-efficiency degree of the green development in China's eight comprehensive economic zones was mainly concentrated in the H-L quadrant,some in the L-H quadrant,and the rest scattered in the H-H and L-L quadrants.China's green development showed a severe polarization of the green development efficiency and an obviously different equilibrium degree of each zones.(3)From 2009 to 2017,China's technological R&D efficiency had shown a volatile upward trend.The technology R&D efficiency in various economic zones varied widely.The technological R&D efficiency in coastal areas was generally above the middle level,their overall efficiency level was higher than other regions.The technological R&D efficiency of the Middle Yellow River Economic Zone was generally low.(4)From 2009 to 2017,the efficiency of China's achievement transformation showed a declining trend.The achievement transformation efficiency of the various economic zones was severely polarized,the efficiency of coastal and near-border areas was generally high,while most of the central inland areas had efficiency values in lower levels.(5)At the national level,the efficiency of technological R&D had a significant positive impact on green development efficiency,and the achievement transformation efficiency had a significant negative impact on the efficiency of green development in that situation.At the regional level,due to the heterogeneity in economic zones,the coefficients of technological R&D efficiency and achievement transformation efficiency in different zones were varied.Therefore,local governments should implement corresponding green development policies based on regional characteristics.
