Since the implementation of poverty alleviation strategy in 1986,great achievements have been made in poverty alleviation.By the end of 2019,there are only 5.51 million remaining poor people in China,which is only a step away from the completion of the comprehensive poverty alleviation in 2020.Poverty alleviation is the goal,but the key is to ensure that the poor people can truly achieve sustainable and stable poverty alleviation without returning to poverty.Since 2000,the rural poverty alleviation rate in China has generally been about 20%,even 60% in some years.The problem of returning the poverty-stricken population to poverty again not only seriously affects the effectiveness of poverty alleviation and development,but also affects the smooth progress of the strategy of Rural Revitalization.In China,in addition to the concentrated and contiguous distribution of poverty-stricken areas,there are also quite a number of "flower type" poverty-stricken areas.They are scattered and widely distributed,the causes of poverty are more complex,the coverage of poverty-stricken policies is limited,and it is more likely to cause repeated poverty and return to poverty.Therefore,it is of great significance to comprehensively analyze the current situation of poverty alleviation and the potential risk of poverty return in the mosaic povertystricken areas,and to build a mechanism to prevent and control the poverty return after achieving the goal of poverty alleviation in 2020,so as to win the real fight against poverty and better realize the Rural Revitalization.On the basis of extensive reading of literature and investigation,this paper determines the research ideas and methods of this article,and takes the "mosaic poverty-stricken areas" as the specific research object,and takes the vicious circle theory of poverty and the holistic governance theory as the theoretical guidance of this paper.This paper analyzes the causes of poverty,family income structure and main supporting measures of poverty-stricken households in Z and R poverty-stricken areas which have achieved poverty alleviation.Through the analysis,it is found that the poverty-stricken households in the two areas have a high proportion of poverty due to illness and disability,a high proportion of external income such as subsistence allowances and subsidies,a strong policy dependence,a lack of individual endogenous power,and the participation of social forces such as skills and industrial assistance And weak,so poor households will still have the risk of returning to poverty after they get out of poverty.Based on the above research,this paper classifies the potential return to poverty risks in the interspersed poverty-stricken areas into policy return to poverty,individual return to poverty,lack of coordination return to poverty,industrial development return to poverty and the vicious circle of poverty.In the end,we seek for the policies,funds,main body and industrial elements to construct the mechanism of blocking the return to poverty,and put forward the mechanism of blocking the return to poverty,such as the long-term linkage mechanism of policies,the endogenous power mechanism of poor individuals,the interest linkage mechanism of poverty alleviation main body,the integration mechanism of industrial funds and the completion of social security.It is hoped that through the construction of the blocking mechanism of returning to poverty,we can prevent and control the problem of returning to poverty in the interspersed poverty-stricken areas which will come out of poverty in 2020.We will truly achieve sustainable poverty alleviation without returning to poverty,consolidate the achievements of poverty alleviation,promote rural revitalization and build a beautiful China.
