Research On Poverty Alleviation For Poor People In Poverty-stricken Areas

Alleviating poverty has always been the goal of the Chinese Communist Party and the Chinese people.With the development of poverty management in China and the implementation of the strategy of poverty alleviation,precision poverty alleviation has become the primary task of today’s political life.Since the launch of the Party’s 18 th National Congress on poverty alleviation,China’s poverty alleviation work has achieved remarkable achievements.“The number of rural poor has decreased from 98.99 million at the end of 2012 to 16.6 million at the end of 2018,and the cumulative poverty reduction has reached 82.39 million.The incidence of poverty has dropped from 10.2% to 1.7%.”The living standards of poor households have been significantly improved.In 2018,the State Council identified areas of deep poverty.The national poverty alleviation focused on “three districts and three states” and 169poverty-stricken counties in the central and western regions,and increased policy support.However,in terms of the progress of poverty alleviation in the country,the problem of the flower-filled poverty-stricken areas is equally serious.In comparison,the poverty-stricken population in the poverty-stricken areas is scattered and appears to be scattered,but the number of the whole country should not be underestimated.In the flower-filled poverty-stricken areas,the causes of poverty are different.It is difficult for poverty alleviation funds to exert a magnifying effect.Helping to return to poverty without precision will increase the pressure to return to poverty and become a “blocker” for poverty alleviation.One household and one policy have higher requirements for poverty alleviation.In this paper,taking the Y city of X province in the eastern flower-filled poverty-stricken area as an example,taking the flower-type poverty-stricken farmers and poor villages as the survey object,on the basis of extensive reading and research related literature,the field research was carried out.The study found that despite the implementation of precision poverty alleviation,many poverty-stricken measures for poverty-stricken households have been adopted.However,due to the limitations of poverty-stricken households,the single form of poverty alleviation,the lack of initiative for poverty alleviation,and the shortage of grassroots poverty-stricken talents,the industry For the reasons of low-end and homogenization of poverty alleviation projects,there are still problems such as weak self-development ability of poor households,outstanding ideas of “equal,dependent,and important”,accurateidentification bias,unbalanced records of poor households,and weak industrial poverty alleviation.Therefore,in the process of promoting poverty alleviation strategy,the flower-paste poverty-stricken areas should increase the application of big data management,unified and accurate identification,classification support,policy-based measures,innovation policy supply,improvement of incentive mechanism,multi-channel policy propaganda,and building a poverty alleviation atmosphere.Multi-agents participate in poverty alleviation,broaden the channels of "hematopoietic",strengthen rural collective publicity,develop a re-collective economy,develop cultural poverty alleviation,strengthen filial piety and support for the elderly,implement targeted combined poverty alleviation measures,accelerate the speed of poverty alleviation,and improve the quality of poverty alleviation.
