Research On Poverty Alleviation Of Poverty-stricken Households In Non-poverty-stricken Areas Of Henan Province

With the continuous implementation of targeted poverty alleviation,China has made remarkable achievements in poverty alleviation.The number of people living in poverty has been decreasing year by year,and the goal of comprehensive poverty alleviation by 2020 is within reach.But at the same time,there are still a large number of poverty-stricken households in non-poverty-stricken areas.They live in more scattered areas,where the natural conditions are relatively harsh and the causes of poverty are complex.The poverty level of poverty-stricken households in some nonpoverty-stricken areas even exceeds that of poverty-stricken areas,which brings great difficulties to poverty alleviation.These not poor in the poor areas in both country attaches great importance to the extent and on the policy support and the special funds to support is far less than the poor,poor areas if you don’t solve this part of the poor out of poverty problem,will affect our country comprehensive poverty goal in time,so the poor out of poverty problem has been solved the poor areas.This paper is divided into five chapters.The first chapter is the introduction.The second chapter is the definition of the concept and the basic connotation.The third chapter on the current situation of poor areas out of poverty in rural Henan province through analysis,found the poverty alleviation work in the poor areas in Henan province there are areas of policy implementation does not reach the designated position,not poverty population than major,"plugged into fancy poverty" phenomenon common,policy and funding for poverty alleviation problem such as "print",seriously affected the precision of Henan province’s overall effectiveness for poverty alleviation,and out of poverty in the poor areas in Henan province’s poor process had a negative impact;The fourth chapter analyzes the impact of poverty alleviation of povertystricken households in non-poverty-stricken areas of Henan province on China’s overall poverty alleviation work,analyzes and studies the feasibility and sustainability of migrant workers returning home to start businesses,and proposes solutions.The fifth chapter puts forward relevant countermeasures and Suggestions for poverty alleviation in non-poverty-stricken areas of Henan province.In order to win the new round of poverty alleviation,it is necessary to attach great importance to the poverty alleviation situation of the poor households in non-poor areas,identify the poor households,and provide accurate assistance.We will increase policy support and financial input,improve infrastructure and public services in nonpoverty-stricken areas,and make overall plans and reasonable arrangements for them.We will take advantage of the return of rural migrant workers to their hometowns and start their own businesses to promote the building of a new socialist countryside and help win the battle against poverty.We will strengthen the work of poverty alleviation teams at the grassroots level,strengthen vocational skills training for poor households in non-poverty-stricken areas,and improve their labor skills in non-poverty-stricken areas.
