Study On The Mechanism Of Poverty Reduction In Traditional Poverty-stricken Areas

Since the precise poverty reduction strategy was put forward,many poor areas in our country have undergone tremendous changes.As a traditional poor area,Lüliang has made remarkable achievements in poverty reduction.The year 2020 is the last year to win the battle against poverty,and the goal of eradicating poverty is about to be realized.However,at the present stage,in both Lüliang and other parts of China,the main task of poverty alleviation is to solve the problem of absolute poverty,that is,to achieve the standard of poverty alleviation in terms of income.Some poor households may return to poverty again after they have been lifted out of poverty due to inadequate social security or lack of their own capacity.Therefore,to ensure "real poverty eradication,real poverty eradication",we must solve the problem of returning to poverty,"short-term poverty eradication" to "long-term poverty eradication" transformation.For Lüliang,the next phase of poverty alleviation should focus on the root causes of poverty reduction in the light of its actual situation.At first,this paper gives a brief introduction to the background and significance of the research on the design of anti-poverty mechanism,and combs the researches on poverty and anti-poverty by domestic and foreign scholars,it is found that there are few scholars who study the problem of returning to poverty after 2020.This paper is based on the background of overall poverty eradication in 2020.Secondly,this paper defines the traditional poverty-stricken areas,and takes Lüliang as an example,using the methods of Literature Research,Field Investigation and questionnaire survey,induction and logical deduction,theoretical analysis and empirical analysis,based on the theory of cumulative cause and effect and the vicious circle of poverty,this paper analyzes the factors that affect the return to poverty in Lüliang.Finally,against the background of the completion of the precise poverty reduction strategy,the theory of human capital and the theory of synergy are used as theoretical tools to formulate the anti-poverty mechanism based on the risk of returning to poverty in Lüliang,whose main role is to identify and solve the risk of returning to poverty,the establishment of this mechanism can provide experience for the prevention of returning to poverty in Lüliang and other poor areas of China,and improve the theoretical study of the mechanism.
