Study On Agricultural Management And Governance At The Grass-roots Level Under The Strategy Of Rural Rejuvenation

The overall goal of the strategy of Rural Revitalization is to realize the modernization of agriculture and countryside.The basic factor that restricts the realization of this goal is the economic reason,that is,the pillar industry agriculture of rural economy is in a weak position,and the fundamental reason of agricultural disadvantage lies in the lag of agricultural management system;another important factor that restricts the realization of this goal is the insufficiency of public goods and public services,and the effectiveness of grassroots governance can hardly meet the needs of agricultural and rural modernization construction.Therefore,to improve the efficiency of grassroots governance,promote the iterative upgrading of agricultural management system,and activate the endogenous power of agricultural and rural modernization is the key problem to be solved at present.This thesis takes Chifeng City,a typical epitome of the underdeveloped areas of northwest inland agriculture,as an example,takes the strategy of Rural Revitalization as the policy basis,and takes the classical theories of public management such as rural governance and multi-center governance as the pillar to build an analytical framework.Through on-the-spot investigation and research,combined with case analysis and investigation and analysis,the obstacle factors restricting the implementation of the strategy of Rural Revitalization are found.The study finds that there are inefficient equilibrium traps in grass-roots agricultural management and rural governance,which are caused by the inefficiency of agricultural production,the low organizational level of production,the inefficiency of grass-roots governance and the low quality and efficiency of the use of agricultural financial funds.There are double failures of market and government in the chain of grass-roots agricultural production,so this model is inefficient and unsustainable.Finally,from the perspective of improving the efficiency of grassroots governance and promoting the iterative upgrading of the old agricultural management system,the corresponding countermeasures and suggestions are put forward.Mainly include:first,vigorously build a service-oriented government,around the comprehensive measures in the field of agricultural production,break the constraints of rural governance pattern,cultivate and strengthen the new agricultural management subject;second,through optimizing the rural governance structure and building a rural pluralistic social comprehensive governance system to enhance the effectiveness of grassroots governance,to optimize the effectiveness of grassroots governance to promote the upgrading of agricultural management system.The process should fundamentally adjust the relationship between agricultural production and make it adapt to the development of agricultural productivity.
