Career development management is one of the focuses of human resource management in state-owned electric power companies in the new era.Problems such as the single career path and the blocked development channel have become important problems restricting the vitality stimulation and value creation.S provincial electric power company is a central enterprise.As a result of the company's continuous growth and development,the employee's career development problem is more prominent in recent years.Examples include Career fatigue,lack of motivation,and more difficult personnel promotion and career development.The company launched a pilot reform of staff system in 2018,but many problems have emerged in the actual operation.How to optimize the current staff system,improve the supporting system,expand career development channels,stimulate the vitality of the employees,and better serve the state grid company to build a world-class energy Internet enterprise is extremely urgent.First,through literature review,this thesis introduces the current theoretical research and practical exploration of staff system both in China and abroad,expounds the connotation of career development theory and incentive theory,provides theoretical basis for the optimization and improvement of staff system in S provincial electric power company,further demonstrates the necessity of this thesis theoretically.Second,this thesis introduces and masters the pilot situation of staff system through methods such as questionnaire,case study and comparative analysis.This thesis analyzes the present situation of the staff system and the existing problems and reasons by quantity setting,appointment and promotion,performance appraisal and compensation management combined with the career development theory and incentive theory to reinforce the study on necessity in practice.Finally,this thesis puts forward the countermeasures to optimize and improve the staff system of S provincial electric power company from the following four aspects,including perfecting the management sequence,perfecting the appointment and promotion mechanism,establishing a more strict the performance evaluation system and optimizing the compensation management system.To sum up,the research of this thesis not only solves the practical problems of staff career development effectively in S provincial electric power company,but also has important guiding significance for the in-depth implementation of staff system,which provides some references for other provincial electric power companies in China to implement staff system.
