Along with Electric power enterprises’reforming, more and more Electric Power enterprises aware the enterprise competition is in fact talent competition, the conception of "people first" has got unprecedented strengthening. Under this background, how to attract and retain employees, build excellent personnel is a challenge for the management of Electric Power enterprises. Though career planning of Electric Power enterprises still in initial stage, with the research on the connection between personal career development and organizational development deepen day by day, Electric Power enterprises will realize talent development based on career planning can bring high performing and pay attention to the talent development that takes the career planning as the center.In this paper, firstly the domestic and foreign research status of career planning and talent development were elaborated, the theoretical basis of career planning and talent development were introduced systematically. Secondly, with electric power enterprises character and management current situation, Ningbo electric power company human resource management current situation was analyzed, according to the research result the method that building the young talent development based on career planning. Thirdly, by setting the career development path, the employee career development map of Ningbo electric power company was drawing, competency evaluation system was built based on this employee career development map, employee career development system was formed, the young talent development system was constructed by employee career development system. Finally the young talent development system were applied on enterprise human resource management module such as position analysis, performance management, training and development, salary management, staff recruitment and selection and employee career planning etc, effectively promotes the ascension of young employee ability quality, and thus enhance the core competitiveness of the organization, and promotes organization’s strategic target realization. This paper provides important mirror and reference value for electric power enterprises’young talent development based on career planning construction and application.
