Research On The Reform Of Rural Collective Property Right System In Gaoqing County

The reform of the rural collective property right system is a major change of the rural production relationship in China.It has realized the long-term planning and adjustment of the collective agricultural production goal,made the original rural system gradually develop in the direction of modernization,and laid a solid foundation for the orderly development of the rural economic revitalization plan in China.The 19 th National Congress of the Communist Party of China put forward the strategy of rural revitalization,which calls for "accelerating the reform of rural collective property rights system,optimizing the structure of agricultural property rights,effectively protecting the legitimate rights and interests of farmers,safeguarding the property rights and interests of farmers,and strengthening the capacity of rural collective economic development".The reform of the rural collective property right system is a major event related to the basic economic system and the rural basic management system of our country,which is of great significance for promoting the development of the rural economy of our country.Gaoqing County,as a large agricultural county and a weak economic County,in order to implement the strategy of rural revitalization,promote better and faster rural development,further strengthen the village collective economy,reduce the weak economic villages as soon as possible,in 2018,officially implement the reform of the rural collective property rights system in the County,optimize the rural collective property rights system,and deepen the concept of reform and development,which is not only conducive to improving agriculture The economic income ability of the village residents is also helpful to the development and expansion of the rural collective economy,to protect the legitimate rights and interests of the members of the rural collective economic organizations,to improve the living standards of the people,and to construct the equal exchange relationship between urban and rural elements.The research content of this paper is mainly composed of six partsIn the first part,on the basis of in-depth study of the rural economic development,aiming at promoting the rural economic and social development,improving the rural social governance,safeguarding the legitimate rights and interests of farmers,and improving the income of farmers,the research results of domestic and foreign academic circles are collected and sorted out,the research ideas and methods of this paper are put forward,and the innovation of this paper is pointed out.The second part explains the four important concepts of rural collective property right system,rural collective property right system reform,rural collective economy and rural stock cooperative,and introduces three theoretical foundations: principal-agent theory,governance theory,institutional change and institutional innovation theory,which provides sufficient theoretical support for the research of rural collective property right system reform in Gaoqing County.The third part focuses on the situation of the reform of the rural collective property rights system in China.Taking Gaoqing County as an analysis case,it interprets the general ideas and basic principles of the reform of the rural collective property rights system,and clarifies a series of reform measures of Gaoqing County,as well as the main results achieved.The fourth part analyzes the problems in the reform of rural collective property rights system in Gaoqing County,such as the lack of initiative of reform subjects,the phenomenon of one size fits all in the reform process,the lack of standardized management,the slow development of cooperatives and so on.It also analyzes the causes of the problems,and points out that the main reasons for the above problems are the lack of awareness of cadres and masses,the lack of supervision subjects,the inability of management mechanism and management level to meet the needs of development,and the lack of development potential.The fifth part analyzes the experience and effective measures of the reform of the rural collective property rights system in Yujiang County,Jiangxi Province and Changle County,Shandong Province,and puts forward three inspirations for further promoting the reform of the rural collective property rights system in Gaoqing County: further emancipating the mind,issuing effective measures and actively exploring the mode of political and economic separation.The sixth part puts forward specific rectification measures and points out the direction of efforts in order to provide basis for the development of rural collective economic organizations.Specifically,we need to change when we are poor,focus on the team to change our thinking,strengthen supervision to ensure the effectiveness of reform,standardize the management mechanism,increase policy support to enhance the development potential of rural joint-stock economic cooperatives.Through the analysis and discussion of the six parts of the full text,in order to fully understand the problems existing in the reform of the rural collective property rights system in Gaoqing County,combined with the advanced experience at home and abroad,explore the measures and methods consistent with the reform needs,provide some theoretical guidance for the reform of the collective property rights system in rural areas of China,and provide a new direction for the realization of Rural Revitalization.
