Research On Ownership Reform Of Rural Collective Economy Of China

Since the estabhment with the socialist public ownership reform in China in 1953,the rural collective economic organizations in China have experienced the evolution of a series of organizational forms of mutual aid group,primary society,senior society,people's Commune and village.Different organizational forms correspond to different organizational management system arrangements.At the same time,the rural collective economic organizations property rights system in our country has been changing.Property rights system,as an important tool to solve the rural political and economic issues,played a very prominent role in the corresponding period.In recent years,China's urbanization process and the rapid expansion of urban and rural areas of the expansion of the project,making the rural collective economic organizations are often faced with the huge amount of compensation for land expropriation.The problems of the allocation of land expropriation compensation,the distribution of operating assets and the realization of the rights and interests of members of collective economic organizations is appearing.Especially for the rural collective economic organizations to the outskirts of the city and the developed coastal areas,the traditional mode of operation can not adapt to the new situation of rural collective organization member's benefit demand--the traditional rural two-tier management system seriously restricts the development of these economic organizations,and the mode of rural collective economic organizations and relatively new shares gradually emerge business and company system is also caused a strong impact on the traditional economic organizations,and inject fresh blood under the new situation of the development of rural collective economy.As the main body of collective asset management,the design of the rural collective economic organizations system drag in the interests of the parties in the process of its development.Many problems emerge and seriously constraint collective economic organizations to enhance the production and rural construction of democracy and fairness.The property right system of the rural collective economic organization is related to the improvement of the rural basic management system and the protection of the rights and interests of the farmers.In October 2016,general office of the CPC Central Committee and the State Council issued the "opinions on perfecting the ownership,management rights and contract rights division to rural area"(referred to as "three rights under the split opinion");December 26 th,"Opinions on steadily promoting the reform of rural collective property rights system "(referred to as the " property rights reform opinions ")and the rural collective property rights reform entered a new stage of history,from the layout to deepen rural reform,rural collective property rights system reform is a long-term and overall situation of the major reform of central deployment.This paper through the combination of theory and practice,make use of the theory of new institutional economics,combined with the context of the reform of China's collective property rights,on the basis of in-depth analysis of the latest relevant documents issued by the CPC Central Committee on the use of property rights theory,incomplete contract theory and self restraint mechanism,and institutional change theory and system innovation theory,from the interpretation of the policy in theory,analyzes the reform of collective economy property in practice and analyze the problems in our country,and puts forward the solving measures,to promote the rural collective economy show its superiority,and make a contribution to the steadily increase of farmers' income.This thesis consists of 5 chapters.The first chapter is the introduction.This chapter introduces the background of China's efforts to promote urbanization,agricultural modernization,research significance and the purpose of collective economic organizations property rights system reform,introduces and compares the domestic and foreign research status and the research method,and this paper put forward the innovation and deficiency.The second chapter is related concepts and theoretical basis.The first part traces the rural collective economic organization in China since the establishment of the socialist public ownership reformation and the development of the form so far,defines the scope of collective assets,and then clarifies the collective property rights and authority of the content under the current policy;finally explains the theoretical basis of this thesis,the theory of property right,incomplete contract theory and self the restraint mechanism,institutional change and institutional innovation theory.The third chapter is about the development and reform of rural collective economic organizations property rights system.This chapter introduces and analyzes China's rural collective economic organizations,as the main body of collective asset management,the process of it's institutional changes,and rolled out the pilot,the CPC Central Committee to actively explore around now,the economy,and the system construction of collective property rights reform in our country.The fourth chapter is the Institutional Economics Analysis on the reform of property right system of rural collective economic organizations.This chapter,from the two aspects of resource assets and operating assets,introduced the reform of property rights on the road facing the collective property right is not clear,the transfer of property rights,assets management difficulties and low efficiency,and then from the definition of property rights,the cost of principal-agent problems,incomplete contract under the institutional change perspective analysis of the origin of the problem and attribution.The fifth chapter is the policy recommendations to promote the reform of rural collective economic organizations property rights system in China.In this chapter,this paper puts forward some countermeasures and suggestions from the following two aspects: the property rights and the Democratic rights.In property rights,based on capital verification on the quantitative gradually resources assets and non operating assets,build up the introduction of laws and regulations as soon as possible to establish the legal status and protection of rural property rights;from the aspect of democratic rights,put forward to strengthen the internal motivation,self-discipline and external supervision measures and countermeasures.
