Study On The Reform Of Rural Homestead In Xuancheng City

All along,the "three rural" issues have been extremely concerned by the party and the government.With the deepening of reform and the improvement of market economy,the problems of agriculture,farmers and rural areas have been highlighted in front of the social system.In February 2019,the first document of the central government was issued.Since 2004,the issue of "three agriculture" has been concerned for 16 years.It can be seen that the issue of "three agriculture" has not only involved in the economy,but also in the political and social fields.The 18 th National Congress of the Communist Party of China,the Third Plenary Session of the 18 th Central Committee of the Communist Party of China and the 19 th National Congress of the Communist Party of China put forward the direction,principles and requirements for the rural land acquisition,the market entry of collectively operated construction land,and the pilot reform of the homestead system,which means the "three piece land reform",indicating that the Party Central Committee has been comprehensively deploying the reform of the rural property rights system.In the report of the 19 th National Congress of the Communist Party of China,it has been clearly proposed to improve the rural collective property rights system and safeguard the interests of farmers' assets.The contradiction between people and land,which is characterized by large population,small land and high tension,is one of the important contradictions restricting the solution of the "three rural" problem in China.How to properly solve this contradiction,or ease this contradiction,is a difficult problem to be solved With the continuous development of economy and society,there is a very important part of rural land at present.A series of systems and management of rural homestead are more and more not suitable for the needs of the development of the new situation.Therefore,this paper is to explore how to reform the existing rural homestead,starting from the perspective of system and management respectively,to release rural land,especially agriculture,through reform Rural homestead should have vitality,increase the income of rural residents,and meet their diversified needs as much as possible.Therefore,from this point of view,this paper selects the successful practices of Xuancheng City in Anhui Province in rural homestead as an example to analyze the successful experience and typical practices in-depth,and rises to the Marxist theory of property rights and land property rights thought,to make in-depth analysis of this,especially the problems and causes of the system and management,for the follow-up Policy suggestions provide theoretical support,and finally give suggestions,including strengthening legislation,improving the system,protecting rights and interests,the role of enterprises,and "separation of three powers",including both system and management level.It is worth mentioning that in recent years,Xuancheng City,Anhui Province has actively and usefully explored the reform of rural land system in accordance with the unified requirements of the central and provincial governments.A number of provincial and ministerial reform pilot works have been carried out in the city,and some achievements and lessons have been achieved.This paper intends to take theoretical analysis,empirical research and other methods.
