| Since the implementation of the Law of the People’s Republic of China on Farmers’ Professional Cooperatives in 2007,with the strong support of the government,the number of farmers’ professional cooperatives has grown rapidly in China.By the end of 2018,the number of farmers’ professional cooperatives registered in the industrial and commercial sector reached 2.173 million.But behind the increment of cooperatives,the standardization of cooperative development has been questioned.The phenomena of the cooperatives such as“separation of names and realities”,“alienation”,“empty shells” and “company models” has become a hot topic of research.In the development of standardized cooperatives,in addition to the legislative system,the Chinese government has also adopted the idea of ? ? building the Cooperatives Demonstration to regulate the development of cooperatives,and combined with the “project system” to give the winners greater policy support,trying to establish positive incentives for the development of cooperative norms.From 2009 to 2013,the government created and improved the selection method of the Chinese Farmers’ Professional Cooperatives Demonstration.The construction of the Cooperatives Demonstration has achieved some performance in establishing the benchmark of cooperatives.A number of cooperatives with strong economic strength,standardized operations,and the ability to drive farmers to become rich have emerged.But it has not been able to overcome the problem of cooperative alienation and “empty shells”,and even some Cooperatives Demonstration have not been highly evaluated in terms of standardization.Therefore,it is found that the problems existing in the selection of the Chinese Farmers’ Professional Cooperatives Demonstration have important practical significance for improving the selection methods of the farmers’ professional cooperatives in China,and thus promoting the standardization of cooperatives.This paper uses the research methods of literature analysis,qualitative analysis,quantitative analysis and comparative analysis,starting from the policy of selection assessed by the Chinese Farmers Professional Cooperatives Demonstration,and relying on the 2013 Interim Measures for the Selection and Monitoring of the National Farmer Professional Cooperatives Demonstration.Then this essay sorts out the selection criteria and selection process of current national and provincial Cooperatives Demonstration,taking the 210 provincial Cooperatives Demonstration in H province as an example to quantitatively analyze the problems,and proposes improvement suggestions.Except the introduction,concept definition and theoretical,the research is mainly divided into three parts:The first part is the evolution of the construction policy of the Chinese farmers’ professional cooperatives.It has sorted out the policy evolution from pilot demonstrations to Cooperatives Demonstration construction,especially the establishment of demonstration after the implementation of the Law on Farmers’ Professional Cooperatives.At the international level,it is not common to regulate the development of cooperatives through demonstration means.This paper argues that due to the the difficulty in implementing the inclusive taxation,the institutional inertia of the project system and the limited administrative power,etc.,it is important to regulat the cooperatives through the selection and construction work of the Cooperatives Demonstration.The second part is a review of the selection criteria and selection process of the current Cooperatives Demonstration.This part comparative analysis the selection criteria and procedures of national and provincial Cooperatives Demonstration,In light of the provisions of the Cooperatives Law and the practice of cooperative development.It is believed that the selection criteria in the Interim Measures for the Selection and Monitoring of Farmers’ Professional Cooperatives Demonstration has taken into account economic,democratic,and reputational aspects,but still has problems of ambiguity and insufficient refinement;although the selection process has been reviewed at various levels,but mainly uses the way of material review,lacking of publicity and disclosure.According to the theory of demonstration system,project system and government regulation,these shortcomings may make the selection result deviate from the expected goal.The third part is the selection practice of the farmers’ professional Cooperatives Demonstration.This section is based on the cooperative data of 210 participating provincial Cooperatives Demonstration in H province,and quantitatively analyzes the significant factors affecting the selection of the cooperative demonstration.The empirical results show that the provincial cooperative demonstration only has significant factors in terms of economic strength,while indicators such as democratic management,financial regulation,and good social reputation are not significant.Based on the above research,this paper believes that some indicators in China’s cooperative demonstration selection standards are difficult to be quantified and supported,the lack of on-site seals in the selection process and the neglect of democratic management in selection practice,corresponding gives the suggestions of quantitative selection criteria,improve selection process,and strengthen supervision.At the end of the article,it looks ahead the standardized development of cooperatives. |
