| The issue of "peasants,agriculture and countryside"is directly related to the process of socialist modernization in China.The Nineteenth National Congress of the CPC emphasizes that the basic economic system in rural areas should be consolidated and improved,the rural land system should be further reformed,and the collective economy should be developed.After years of development,farmers professional cooperatives have promoted the development of rural economy.However,alienation also occurs in the development of cooperatives,which results in the waste of social resources.Therefore,promoting their healthy and orderly development is of great significance to help the peasant household members as vulnerable groups to achieve real poverty alleviation and prosperity,and to the implementation of the Rural Revitalization strategy.Firstly,through the definition of governance standards,related concepts and the elaboration of theoretical basis,this paper provides the support of relevant principles for the research of alienated cooperatives.Then,by using the relevant literature on the study of alienated cooperatives,the development process of the study of alienated cooperatives is sorted out.Based on the field investigation of four related cooperatives in Hunan Province,the characteristics of four types of alienated farmers professional cooperatives are analyzed.Secondly,the feasibility of the governance standards of dissimilated cooperatives in the current situation of the four dissimilated cooperatives is analyzed by using relevant theories,and it is considered that they are not feasible.Therefore,the author thinks that the current governance path of alienated cooperatives should adopt the corresponding transition form,and explore the governance standards of the transition form.Then,according to the above-mentioned governance standards of transition forms,the corresponding governance paths are constructed for the four alienated cooperatives.Finally,it puts forward countermeasures and suggestions to improve its governance path.Firstly,the rational allocation of government-assisted agricultural resources includes changing the focus of government-assisted cooperatives and increasing financial subsidies for cooperatives;secondly,strengthening the cultivation of the quality of cooperative personnel can be divided into two aspects:strengthening the cultivation of farmers comprehensive quality and the cultivation of supervisors’comprehensive quality;thirdly,standardizing cooperative rules and regulations,including improving the property rights system of cooperatives and strictly enforcing cooperation.Fourthly,to improve the relevant laws and regulations,mainly to improve the contents of the Work Program for the Special Clearance of "Shell Cooperatives" of Farmers Professional Cooperatives and the content of the Law on Farmers’ Professional Cooperatives. |
