At present,the problems of cultivated land protection externalities,which are the comparatively low return from arable land,the control barriers to the use of non-agricultural industries in the main grain-producing areas,and the non-agriculturalization of arable land caused by the spillover of arable land and inter-regional uneven development in economically developed areas,have become increasingly prominent,under the land utilization mechanism that neglects the ecological benefits and social benefits of arable land.Therefore,constructing internal mechanism of external protection of cultivated land protection(economic compensation mechanism of cultivated land protection),demonstrating the ecological and social benefits of cultivated land,improving the enthusiasm of the main arable land utilization(management)in protecting cultivated land,inhibiting the non-agriculturalization of cultivated land,achieving inter-regional fairness and regional coordination development have become an urgent requirement for promoting the protection of arable land.However,measuring the cultivated land protection externalities and determining the scientific and reasonable economic compensation standard of cultivated land protection are the important contents to construct the economic compensation mechanism of cultivated land protection.In this study,public goods theory,externality theory,ecosystem service function value theory and eco-economic theory were used.Jiaozuo City as a research area,which is the main grain producing area in the piedmont plain of North Henan.By combing the theoretical system of cultivated land protection externalities,to construct a measure model of cultivated land protection externalities.Using the CVM guidance technique,the economic compensation standards and cultivated land protection externalities under different payment methods and different sample schemes were compared and calculated respectively.At the same time,using the statistical software SPSS17.0 binary Logistic regression analysis and multivariate logistic regression analysis,the descriptive analysis of the influencing factors on respondents’ willingness to pay was made.Research conclusions show that:(1)There are high reliability in WTP and cultivated land protection externality measure results under the way of "pay and voluntary labor".By comparing the results of survey on cultivated land protection externalities of different payment methods of two payment card CVM,it is found that there are some differences in WTP and its influencing factors of urban residents and farmers in cultivated land.In general,the main influencing factors of the differences are the income level of residents,education level,the degree of connection with cultivated land,the cognition of cultivated land eco-social benefits,disposable leisure time,labor cost and the cost-benefit of agricultural products.(2)The accuracy of the dichotomous CVM measurement results is significantly related to the number of bidding samples.The result deviation of the average sample scheme and the non-average sample scheme under single(double)-bounded dichotomous choice are 41.5 yuan,255.5 yuan and 11.07 yuan,84.66 yuan respectively,the corresponding deviation rates are 3.2%,19.5% and 1.2%,9.4%respectively based on the result of the non-average sample scheme.Therefore,the results are significantly correlated with sample size of bid,and the correlation with equilibrium of sample size of the bid is not significant based on the dichotomous choice CVM.Classification or merge of sample area attributes(urban,rural),the number of samples under a specific bid value and the equilibrium are the root cause of the difference under the same total sample.(3)It is recommended to use the money and compulsory labor way in the pay ways and adapt the classified average sample program or the average sample program in the design of sample programs base on double-bounded dichotomous choice CVM.It can help to improve the accuracy of the CVM non-use value assessment results.(4)The total sample size the different sample schemes of CVM and the sub-sample size of each bid value are closely related to the accuracy of the research results.Under the premise of certain other conditions,with the increase or decrease of sub-sample size of bid value of sample scheme,the double boundary dichotomy WTP is more sensitive than the single boundary dichotomy WTP in valuation result.Whenthe sample plan sub-sample size of bid value is more than 30,the impact of the WTP of residents in the double boundary dichotomy is getting smaller and smaller,and the WTP estimates gradually stabilized.In the dichotomous CVM study,When using the WTP valuation results as a reference value,the sub-sample size of bid value of sample scheme should be at least 30,which can improve the accuracy of the dichotomous CVM in the measurement of cultivated land protection externalities. |
