Tianjin Cultivated Land Protection Present Situation And Countermeasure Research

Cultivated land is the most important natural resource for the survival and development of the human being and the indispensable factor of production. Since the1990s, Tianjin has been growing rapidly in economy. With the continuous improvement of the industrialization and the rapid urbanization level of the city, the demand for construction land is growing day by day; as a result, the farmland is decreasing year by year, and the cultivated land protection is under increasing pressure. Therefore, to make a deep analysis of current situation and development change of the resource of farmland, to explore the reason and mechanism for the decrease of the farmland and to establish the counter measurements to protect the farmland resources and alleviate this contradiction will has the important theoretical and realistic significance to the economical development of Tianjin.Based on land survey and statistical data, and the farmland protection theory like the relationship between human and land, this article adopted statistical analysis and comparative analysis methods to approach and analysis the current farmland situation, dynamic change process and its driving mechanism and then put forward the counter measurements to promote the protection of cultivated land accordingly. Studies show that, since1996, the farmland areas of Tianjin city decreases year by year; economic and social development, population growth, city expansion, related policies, environment change and natural disasters and other factors, obviously drive the decrease of the quantity of cultivated land. To solve the problems in developing and exploiting the farmland of Tianjin as well as the urgent demand of cultivated land protection, this article draw lessons from domestic and international experience, put forward a series of inhibiting the loss of arable land and promote countermeasures of farmland protection in the improvement of legal system of arable land protection, establishing and perfecting the system of public participation, strictly controlling of the rapid loss of farmland, increasing land reclamation efforts and so on.
