Research On The Problems And Countermeasures In The Supervision Of Food And Drugs In Zhangmutou Town

People take food as their first priority and food is first.The medicine is a paper-wrapped gun,killing people without seeing injuries.It can be said that the food and drug safety issue has been related to the health of the people since ancient times,and it is related to the stability of a country and its image and status in the world political arena.Therefore,food and drug safety supervision is an extremely important benefit.The great events of the country and the people have important and far-reaching significance for promoting economic development,maintaining social stability,building a harmonious society,building a healthy China,and safeguarding the fundamental interests of the overwhelming majority of the people.Over the years,China has continuously improved and improved the supervision and management of food and drug,and achieved certain results.However,due to the imperfect supervision system of the basic food and drug,and the weak regulatory power,the momentum of manufacturing and selling toxic and harmful foods and drugs in some places has not been fundamentally contained,and the situation of food and drug supervision and management is still very serious.In 2018,in order to reform the market supervision system and implement unified market supervision,the Third Plenary Session of the 19 th CPC Central Committee passed the "Deepening Party and State Institutional Reform Plan" and issued the "Notice of the State Council on the Establishment of the National Bureau for the Management of Ministries."(Guo Fa [2018] No.7)and the "Notice of the State Council on the Establishment of Institutions"(Guo Fa [2018] No.8),the State Administration of Market Supervision was established,and the State Food and Drug Administration,which was established in 2013,was rescinded.The functions will be undertaken by the newly established State Administration of Markets.In order to promote a new round of institutional reform program to be implemented at the grassroots level,to make the food and drug management market develop healthily and better protect the legitimate rights andinterests of consumers,this paper takes Zhangmutou Town of Dongguan City as an example to discuss the problems of food and drug supervision at the grassroots level.The purpose of the countermeasures is to analyze the many problems faced by the basic food and drug supervision,analyze the improvement of the basic food and drug supervision system in the new round of institutional reform,and promote the development of the food and drug safety situation.This paper is divided into four parts: The first part starts with the concept of government supervision and extends to food and drug supervision.It mainly introduces the theory,content and characteristics of government supervision,and further extends the research tentacles to food and drug supervision.Its subject,object,responsibilities,characteristics,etc.are discussed in more detail.The second part is to sort out the development history of food and drug supervision in Zhangmutou Town.It mainly compares and analyzes the situation of food and drug supervision in the grassroots before and after the reform of food and drug supervision system in 2013,and reforms the new round of large-scale reform in 2018.And the impact on the supervision of food and drug at the basic level was elaborated.At the same time,using the method of on-the-spot investigation,the main practices of food and drug supervision at the grassroots level in Zhangmutou Town and the main work achievements in recent years were analyzed and explained in detail.The third part summarizes the problems existing in the supervision of food and drug in Zhangmutou Town,and combines the theory of public management to conduct in-depth research on the causes of problems.The fourth part,through the method of literature research,enumerates a large number of advanced experience in food and drug supervision at home and abroad,and classifies it from two aspects: the main body of supervision and the mode of supervision,laying the foundation for the next step analysis of the problem.The fifth part is aimed at the problems existing in the supervision of food and drug in Zhangmutou Town,combined with the advanced experience at home and abroad,and puts forward some countermeasures and suggestions for optimizing the supervision of grassroots food and drug from the aspects of supervision subject,supervision content,supervision method and administrative law enforcement.
