On “county, Township And Village Three Level ” Construction For Food And Drug Safety Supervision In Xundian County

Food and drug safety is associated with the popular masses’ health and life safety as well as the national economy and people’s livelihood and social stability and harmony. Food and drug safety supervision is an important link in government public management functions. In China, food and drug safety supervision in rural areas has been the weakest link in the whole food and drug safety supervision. In order to further innovate the system of food and drug supervision, enhance food and drug safety supervision, achieve seamless and full coverage of food and drug safety supervision, ensure food and drug safety in remote rural areas and safeguard safety and effectiveness of people’s diet and drug, Xundian County of China has actively carried out integration practice for food and drug supervision in urban and rural areas since 2010. This thesis starts with "urban and rural integration" concept, then expounds construction status of "urban and rural integration" for food and drug supervision in Xundian County of China, analyzes the achievements and the existing problems from responsibility system construction, decentralization of supervision and inspection authority, supervision network construction security work three aspects. The concrete content is as follows:1. Responsibility system construction. Set up the organization, working system and evaluation mechanism; linked to the government appraisal target to promote the implementation of the food and drug safety responsibility.2. Decentralization of supervision and inspection authority. Analysis of the situation changes, compare the supervision changes before and after.3. Supervision network construction security work. Analysis of apply for government project construction, establishing system, local governments and departments to take the lead and so on.According with current situation in China, put forward methods and countermeasures to solve the problem of current Chinese food and drug supervision of urban-rural integration construction, come to a conclusion: food and drug supervision in rural areas is the top priority in food and drug safety supervision work at present. Based on China’s agricultural condition, to implement grass-roots government responsibility, to merge management resources of all parties, to speed up development of inspection and supervision system, to strengthen publicity and education and to promote social participation and supervision are important measures for "urban and rural integration" construction of food and drug supervision.
