From 2014,the national tax system have begun the deployment of performance management systems.The local tax system in S province is one of the 9 piloting systems in this process.From the nearly three years of the implementation process,S Province encountered many difficulties and problems in the implementation process.As a government sector,the local tax system in S province administrates 4,780,000 economic organizations,24,080,000 individual tax payers and 16,560,000 social security payers.How to make good use of performance management in order to improve work efficiency,effectiveness and taxpayer satisfaction,is very challenging yet very promising.Based on the performance management theories at home and abroad,combined with the local experiences in team building and management of tax department,this research analyzes the existing problems of performance management of the local tax system in S province,demonstrates the necessity of the deployment of the performance management and put forward the basic idea of implementing performance management in the local tax system.We discussed the implementations of performance management in new situations and explored the rationality of the implementation of performance management.At the same time,the author through the study finds certain problems in the following aspects:(1)problems in the performance management system itself,(2)problems in implementations process,(3)problems during every day running of the system.Through the questionnaire survey combined with the practice of analysis,we suggest the performance management system is implemented in the following steps: planning – monitoring – reviewing – improvement – communications.Last,we proposed 4 measures in order to make the implementation process smooth:(1)deepen the performance management culture,(2)establish dedicated performance review organizations,(3)introduce social evaluations and(4)complete the loop by applying the results of performance reviews.
