Financial shared service is a new management model born with the support of mature IT technology and big data processing technology.Faced with the reduction of efficiency and group management control ability caused by the decentralized financial accounting and redundant organizational structure,the financial shared model has become the common choice for financial reform of more than 80% of the world's top 500 enterprise groups.Financial shared services can achieve economies of scale by centralizing repetitive financial operations,thereby leading to cost reduction and management efficiency improvement.It also enables the combination of financial management and corporate strategic management to a certain extent.Based on the advantages of financial shared services,the SASAC and the Ministry of Finance have put forward requirements for the development of centralized accounting systems for state-owned enterprises,the establishment of financial shared service centers,and the promotion of management accounting systems.The Financial Shared Service Center will provide all-round financial information decision support during the enterprise upgrade and transformation process,and escort the business decision-making of the enterprise.D Group is the leading enterprise in construction industry in China,and is at the forefront of financial innovation and the construction of the financial sharing centers.Taking D Group's financial shared service center as a case study object,this dissertation studies the establishment process of financial shared service center and the preliminary results.Then,based on the analysis of the problems and causes in the operation of D Group's financial shared service center,a targeted optimization plan is proposed.This article is mainly divided into five parts.The first part introduces the development and practice of financial sharing services domestic and foreign,gives a review of the literature researches.The second part is the theoretical analysis of financial sharing services,defining the concept of financial sharing services,and expounding the specific content,characteristics and existing models of financial sharing services.The third part introduces the company background and industry characteristics of D Group.This part sorts out the problems of its heretofore management model,group control,financial model and financial information quality.It points out that financial innovation is imperative and introduces the construction plan of D Group's financial shared service center,including its strategic positioning,financial organization system,financial staff team,financial information system,and financial process system.The fourth part analyzes the operation effects of D Group's financial shared service center since its launch and the aspects to be improved.According to the overall planning and operation effect of D Group's financial shared service center,this part puts forward the following issues to be improved:(1)Central positioning needs to be clear(2)System functions need to be improved(3)Process design needs to be optimized(4)Data docking needs to be smooth(5)Personnel training needs to be emphasized(6)Efficiency loss needs to be avoided.The fifth part systematically proposes solutions and optimization solutions from six aspects in view of the existing problems of D Group's financial shared service center:(1)New direction: regard value creation as the development direction(2)New system: propel system seamless docking(3)New process: build a finance-to-business communication mechanism and improve existing processes(4)New standard: continuously optimize standardization system(5)New elites: improve the professional quality of employees,the personnel training and promotion mechanism(6)New cloud: interconnect physical documents and picture material and provide professional electronic file management.The research results of this paper can enrich the theoretical research and case studies of financial shared service centers and can be used for reference to other construction enterprises and international multi-business large state-owned enterprises in the regard of implementing financial shared services.As a large-scale construction enterprise group,the existing problems of D Group's financial shared service center are also very representative.Through the analysis of these problems,the optimization plan proposed in this paper has certain application to large-scale construction enterprise groups that use financial shared services.This thesis closely combines the characteristics of D Group's industry and accounting treatment.The experience of D Group in establishing a financial shared service center has sufficient reference value for construction enterprises to achieve accurate,low-cost and high-efficiency group management and control.
