Study On The Measurement And Influential Factors Of Development Dynamics Of National Center City In Chengdu

Up to now,China has clearly put forward to Beijing,Tianjin,Shanghai,Chongqing,Guangzhou,Chengdu,Wuhan,Zhengzhou,Xi’an nine cities as national center cities.In addtion,six cities including Shenyang,Nanjing,Hangzhou,Shenzhen,Qingdao and Xiamen are also actively competing to become national center cities.Chengdu,as one of national center cities in the western region,strives to enhance its urban development dynamics and give full play to its radiation and driving function,which is of great significance to regional coordinated development and the Western Development Strategy.This paper will compare Chengdu with other benchmarking cities in development dynamics of constructing national center cities through the construction of measurement indicators and models for the development dynamics of national center cities,explore the change rule of its development dynamics’ influential factors in recent years,find the weak links and important problems,and offer policy recommendations to perfect and strenthen the functions of Chengdu as a national center city,which has strong theoretical and practical significance.Through combing the relevant research results at home and abroad,it’s found that there’re few literatures directly studying the development dynamics of national center cities,the existing literatures mainly focus on the research of national center cities(world cities)and urban development dynamics.From the perspective of foreign studies,there are still few studies on the megacities in emerging economies that are likely to become world cities in the future,and they are less involved in the function of radiation and driving of world cities.From the perspective of domestic studies,relevant studies are less concerned with the analysis of the dynamic trend of the factors affecting the development of national center cities.Moreover,the existing research results of the urban development dynamicsmeasurement index system are less specific to the dynamics of the national center city development,and the emphasis on the urban spatial agglomeration function and measurement and the multiplier effect of the innovation factors in the national center cities is still insufficient.Based on the existing literature researches,this paper introduces the innovative multiplier effect and spatial agglomeration function of national center cities into the existing urban development dynamics measurement model,further enriches and improves the existing measurement index system,and uses the entropy method to determine the evaluation index weights to build dynamics measurement model of national center cities.Total index of development dynamics and subsystem’s index of 15 approved and potential national center cities in 2016 were measured and compared according to the established development dynamics measurement model of national center cities.The result shows that Chengdu ranks 4th in the total index,which is mainly due to its good performance in traffic accessibility,spatial agglomeration power and social security.However,it exists different-degree gaps with Beijing,Shanghai and Shenzhen,and has a smaller leading edge over the cities behind it,such as Guangzhou and Hangzhou.The reason is that the economic pull force,the environmental carrying capacity,the cultural soft power and the weaker performance of the innovation coefficient have played a different degree of restraint.The policy coefficient is an important factor that causes a significant gap between Chengdu and Beijing and Shanghai,but it does not affect its gap with Shenzhen and the factors ahead of cities such as Guangzhou and Hangzhou.On the basis of the measurement and comparative analysis of the aforementioned national center cities development dynamics index,it’s found that there are obvious problems and practical challenges in the development dynamics of national center city in Chengdu.The Factor Analysis is used to study the trend of the main influential factors of Chengdu’s development dynamics in the past six years in this paper.From the measurement model of national center cities development dynamics index,all the indicators except the innovation coefficient and policy coefficient are selected,and the relevant data of Chengdu from 2011 to 2016 are used for factor analysis to extract the three public facors that are economic and social impact factor,spatial agglomeration impact factorand population and environment impact factor.The result shows that the main influential factors of Chengdu’s development dynamics from 2011 to 2016 are economic and social impact factor,spatial agglomeration impact factor and population and environment impact factor.Among them,the first one shows an upward trend generally,the second one shows a trend from increase,decrease to increase,while the last one experiences a stage going from decrease to increase.The changing trend of three public factors is the important reason for the measurement result of development dynamics index of Chengdu.Based on the measrement of national center city development dynamic index and the analysis of the trend of the main influential factors of the development dynamics in Chengdu,this paper analyzes the reasons for the shortcomings of the development dynamics of the national center city in Chengdu from the static and dynamic perspectives.Judging from the measurement results of the urban development dynamics index,the weak innovation ability,the weak comprehensive strength of the service industry,the low level of opening up to the outside world,the low environmental carrying capacity and the mismatch between the cultural industry strength and cultural resource advantages are hinders of upgrade of Chengdu’s development dynamics.From the analysis of the changing trend of the main influential factors of development dynamics,the weak economic pull force in Chengdu is due to the downward trend of financial and foreign trade factors in the economic and social impact factor in 2016,which has hindered the pace of strengthening the overall strength of the city’s economy.The lower level of environmental bearing base has become an important factor affecting the environmental carrying capacity of Chengdu.The lack of development of the cultural industry has led to a weak foundation for the cultural industry in Chengdu,which in turn has hindered the enhancement of cultural soft power.Therefore,in order to promote the establishment of national central city that fully reflects the new development concept and enhance its ability to drive neighboring cities,this paper proposes targeted policy recommendations for the improvement of Chengdu’s development dynamics while constructing national center city from the perspectives of enhancing economic radiation function,comprehensive service function,external communication function,green demonstration function and cultural leading function.
