Study On The City Of Chengdu Chongqing City Agglomeration Development Efficiency Based On DEA And Malmquist Index

Yangtze River economic belt is link of the East, the middle and the west, which is the new engine of economic growth in China. Located in the Yangtze River Economic Zone of Chengdu Chongqing urban agglomeration, is supporting the Yangtze River economic belt development strategy is an important node. Chengdu Chongqing urban agglomeration urban development efficiency, related to Regional Association of Chengdu and Chongqing with the development level of high and low, and the new town of the realization of the development strategy.Chengdu Chongqing urban agglomeration urban development efficiency as the object of study by combing the literature, in clear urban agglomeration development connotation and the basic situation of the foundation, constructs the index system to measure the efficiency of city development, using the network DEA method of Chengdu Chongqing urban agglomeration 29 regions urban development efficiency measurement and decomposition; on this basis, further the Malmquist index analysis of dynamic changes in the efficiency of urban development and the index decomposition clear cause city of Chengdu and Chongqing urban agglomeration development efficiency disparity reasons. Finally, in based on the above research and the actual situation proposed for policy recommendations.The results show that:(1)From 2004 to 2014,the pure technical efficiency in the rise during the development of the city of Chengdu Chongqing city group, but in nine urban districts of Chongqing, Yongchuan District, Nanchuan district has been in the technology, the rest of the city development efficiency is less than 1 and is relatively stable, the Chengdu Chongqing city agglomeration exists resource utilization unreasonable phenomenon there is still space to improve the efficiency.(2) The overall efficiency of the Chongqing area higher than that in Sichuan. Although Sichuan area scale efficiency has been improved, and has strong advantages in resources, but by the pure technical efficiency, comprehensive efficiency, is still in a backward state, the reason lies in the relative to the Sichuan city of Chongqing, between the actual level and potential city level distance smaller.(3) From 2004 to 2014, the city of Chengdu Chongqing city agglomeration development of the TFP index showed a decreasing trend, the TFP of Chengdu Chongqing City Agglomeration Index ranked the top several of Chengdu, nine urban districts, Mianyang, Jiangjin, longevity, Yaan, Wanzhou. The area not only pure efficiency change and scale efficiency change index greater than 1, and scale technical change index larger than 1, therefore, the TFP change index is relatively high.(4)Chengdu Chongqing Urban agglomeration regional total factor productivity change index and technical change index is related, but technical efficiency change of the influence is not obvious.Based on the above conclusions, to promote the Chengdu Chongqing urban cluster around the efficiency of the urban development, the following policy recommendations:(1) The coordination of Chengdu Chongqing urban agglomeration of resource elements and increase the injection of resources of urban agglomerations, and improve the efficiency of scale;(2)Establish corresponding organization and coordination of the machine frame;(3) A reasonable guide the development of industries and enterprises;(4) Improve the management level, and improve the technical efficiency.
