Since the housing reform started in 1998,the real estate industry has developed into a pillar industry of China's economy after nearly three decades of development.The administrative examination and approval of real estate projects involves multiple departments during the construction process.There are so many issues for examination and approval,and the procedures are complicated.The Planning administrative approval plays a decisive role in all administrative approval management.The theory of process reengineering has been introduced into planning administrative examination and approval management,to improve the quality and efficiency of administrative approval of construction projects through the reengineering of planning administrative approval management procedures,and the results of the reengineering process have been evaluated.In order to ensure that the results of reengineering process can be completed,corresponding systems and policy recommendations have been put forward.The methods of literature research,investigation and research,qualitative and quantitative combination,and experience summarization have been used in this paper.On the basis of the introduction of the concept of process and process reengineering and the method of process reengineering,the detailed process of the different stages of the planning administrative examination and approval of the real estate construction project in Chongqing has been introduced,and analyzed with the 5W2 H questioning technique method and pertinently rebuilt with the ESCR method.And the rebuilt process has been analyzed and evaluated.The current situation of the planning administrative examination and approval business process involved in the whole process of real estate project construction in Chongqing has been reviewed in detail in this article,from three stages which are Construction land planning permission,construction project planning permission and Construction project planning verification confirmation.And a detailed analysis of the whole process was conducted with the 5W2 H questioning technique method,and it has found out that the existing planning administrative approval process has eight issues like inconvenience reporting,insufficient cross-department collaboration,and the management department's internal vertical approval process reduces the efficiency etc.These eight issues are the focus of the process reengineering.Based on the diagnosis and analysis results of the current process,the existing process is reengineered by using the ESCR method of systematic process reengineering.The total number of approval procedures was reduced from 91 to 46,and the total time for approval was reduced from 80 to 38 work-days.On the other hand,the post-re-engineering process was evaluated and analyzed from two aspects of approval time and convenience,and the re-engineering process was significantly better than before re-engineering.Based on the results and evaluation analysis of the re-engineering process,some relevant policies and institutional recommendations from four perspectives are proposed: policy and regulation,management system,public supervision mechanism and application of advanced technology,to ensure the re-engineering process to be worked out.The theory of process reengineering has been applied to planning administration approval management in this paper,and it saves time and improves the efficiency of planning administrative examination and approval management of real estate construction projects and improves the applicant's convenience in reporting and construction by reforming and optimizing the administrative approval procedures.
