Analysis Of Farmers' Satisfaction With Withd Rawing From Rural Homestead And Countermeasures

With the continuous improvement of China's economic level,on the one hand,rural residents go out for work to seek higher remuneration than traditional agriculture;On the other hand,the income of rural residents is also growing rapidly,and rural residents begin to pursue a higher quality of life and social public service level,which leads to the continuous improvement of China's urbanization rate and the rising urbanization rate of citizens,which leads to the withdrawal of hollow village and idle homestead,and serious waste of rural land resources.The withdrawal of homestead is the most common,the most important and the most important reform direction in the current rural homestead system reform,and the farmers' satisfaction with the withdrawal of rural homestead is the key to whether the rural homestead system reform can be further advanced.This paper will focus on the field investigation of luxian county,deeply explore the main practice,implementation effect and influencing factors of the policy of withdrawing from the homestead system,summarize and refine the implementation effect of the pilot policy through comparative analysis,and provide practical reference and policy reference for further reform and improvement of the rural homestead system.This paper takes luxian county as the research object,through field investigation and literature review,applies property right theory and system change theory to analyze the current situation,satisfaction degree and existing problems of luxian housing base withdrawal,and puts forward corresponding countermeasures and Suggestions.This paper is divided into six chapters: the first chapter is the introduction;The second chapter is the definition of concept and theoretical basis.The third chapter is the withdrawal status of luxian rural homestead;Chapter four is the evaluation of the exit satisfaction of luxian housing base;Chapter five analyzes the problems existing in the withdrawal of luxian rural homestead;The sixth chapter is the countermeasure suggestion.The main conclusions and countermeasures of this paper are as follows:1.The research conclusion:(1)from the perspective of the practice of lugu county land prominent,through the villagers' congress,give full play to the villagers' autonomy,and negotiate with farmers themselves and the decision to withdraw from the program and different types of house-site in the countryside homestead out resettlement compensation policy,and through finance allocates funds,bank loans,issuing bonds and other way a variety of channels to raise funds,guarantee the homestead exit the smooth implementation of the project.(2)from the experience of withdrawing from the housing base of luxian county,the villagers' self-government mode should be implemented first,so as to mobilize the residents' enthusiasm to participate;Secondly,the standard of withdrawal compensation for homestead should be formulated in different categories to ensure the fairness of withdrawal compensation.To increase the proportion of village collective income distribution,strengthen the collective economic strength;Finally,it is to improve the rural living environment as the guide to explore a variety of ways to ensure that households have homes.(3)from the perspective of satisfaction,the withdrawal of homebase has a certain positive effect on the change of the appearance of luxian village,but the overall effect is not significant,so residents have low satisfaction with the appearance of the village.However,due to the increase of farming distance and time,as well as the increase of daily living expenses,the satisfaction with production and life is also low.However,farmers are generally satisfied with the standards,methods,payment and transparency of withdrawal compensation for homestead.After the withdrawal of the homestead,the infrastructure of gelinwan village,datong village,tianba village and longqiao community has been significantly improved,and the satisfaction of the extreme farmers is also very high,but the satisfaction of the farmland water conservancy facilities,drinking water facilities,network facilities and other aspects still need to be improved.(4)there are still problems in the withdrawal of house base in luxian county,such as great financial pressure of reform,imperfect policy of village level fund management,lack of coordination between the whole reform contents of house base system,low comprehensive quality of some village cadres,low satisfaction of villagers with the withdrawal of house base,single centralized scale resettlement method.2.Countermeasures and Suggestions(1)Improving the system of planning and control of villages and improving the appearance of villages in rural areas;(2)Establishing diversified forms of resettlement to facilitate the production and living of rural residents;(3)to establish a base price system for homestead,and establish a rational pricing mechanism for homestead withdrawal;(4)We will improve policies for the management of funds at the village level and improve the construction of supporting facilities.
