Effect Evaluation Of Rural Homestead System Reform In Luxian

Homestead is the most reliant on livelihood of farmers and basic supporting facilities of agricultural production,not only can it be the most important protection function to settle down the farmers' life,but also have the function that service agricultural production and improve farmers' property income.March in 2015,Lu County was identified as the national rural homestead system reform pilot counties,through bold exploration and active pilot,the County carried out a series of institutional reform exploration about homestead construction approval,compensated use,paid exit,rental mortgage,democratic decision-making.The homestead and compensation for the use of homestead paid exit is the priority among priorities of homestead reform,on the one hand is conducive to the realization of fair compensation for the use,to prevent the economic strength of the super farmers accounted for much of the land,with economic means forced farmers to save and intensive use of land,on the other hand,paid exit mechanism construction for torsion free umlimited period brought about by the use of unauthorized problems have eased over the positive effect,promote the rural economical and intensive utilization of land.This paper paid evolution analysis based on the perspective of key investigations to the pilot area of Sichuan Province,Luxian County,the main approach and explore the homestead system reform the existing problems and the implementation effect and provide reference and practical reference policy for further reform and improve the rural homestead system.Firstly,this paper combines and analyzes the basic situation of homestead related system policy changes in Lu County,and explores the core and breakthrough point of homestead system reform,and the core goal of the system reform is the basis for the construction of the index system.Secondly,from the qualitative point of view,this paper analyzes the main methods and achievements of the paid use and exit system.Thirdly,from the perspective of the evolution of Lu County homestead system reform,in order to evaluate the effect of the reform policy of the homestead system,this paper analyzes the core of homestead system reform and construct the theoretical framework of the effect evaluation of the reform policy.Finally,using the AHP and fuzzy comprehensive evaluation method,this paper evaluates the effect of paid use of rural residential land in Lu County.The main conclusions in this paper are as follows.1.The current policy of land system reform in Lu County is better.(1)The scores of homestead paid use system reform policy of the comprehensive effect of the policy reform,the implementation of the policy,the completion of the policy objectives,and the satisfaction degree of farmers are respectively67.98,72.78,74.62,60.39,the system of homestead paid use policy break the tradition of using homestead for free indefinitely,ensure the fairness of farmers use homestead,and the effect of policy implementation is better,but the satisfaction level is low because of the ait-and-see attitude of farmers.The use of paid use fees,management,collection basis,as well as the basic quality of cadres and other factors impede the implementation of the system of compensation for the use of Homestead;(2)The scores of homestead paid exit system reform policy of the comprehensive effect of the policy reform,the implementation of the policy,the completion of the policy objectives,and the satisfaction degree of farmers are respectively68.95,73.64,71.54,65.43.Under the implementation of the policy of compensation for homestead,it effectively promotes farmers,who more than one house and idle homestead,out of the homestead,increases land use intensity,improves rural environmental conditions,strengthens collective economy,and increases farmers' income.But it is a difficult problem to be solved urgently that the single mode of centralized resettlement,the pressure of funds for reform,the coordination of system reform and the mode of active withdrawal of homestead by farmers.2.Combined with the existing problems of homestead system reform,the following suggestions are proposed:(1)Pay attention to build measures for collection of paid use fees combined with reward and punishment in the grassroots team;(2)Establish and improve the management policy of paid use fees,and regulate the use of the fees;(3)Explore the issue of property rights issued by the actual area as the basis for the collection,classification of the development of standards;(4)Reasonable choose the mode of centralized living and resettlement;(5)Construct the mode of cooperation between government and enterprises,and raise funds through multiple channels;(6)Perfect capital management policy,and construct supervision responsibility system.
