In modern enterprises,human resources have become the most valuable resource and the core competitiveness of enterprises.Therefore,the audit of human resources management of enterprises will become an important part of enterprise management audit.Through auditing,we can find out the outstanding problems in human resource management,analyze the causes and propose countermeasures,and can avoid management risks in advance and get benefits from management.In this regard,Chinese research started late,there is not much theoretical cognition and research,and practice is slower to develop.So far,a scientific,effective,and standard implementation framework has not been completely established.The current situation is obviously To a certain extent,it restricts the normal operation of human resources management activities and the growth of the size of the group enterprises themselves,and even the overall development of the social economy.The Tiantan Model is a representative human resource management auditing model in the theoretical circle,which provides a high-level and in-depth study of the audit content.Applying the Tiantan Model to audit practice has pointed out the direction for the implementation of the audit.This paper uses literature research method,case analysis method and non-structural interview method,starting from the relevant theory of human resource management audit,use the Tiantan Model to build a systematic,comprehensive and operational enterprise human resources management audit framework,and through analyzing the case of J Group draws the general conclusions of Chinese enterprise human resources management audit,and puts forward relevant suggestions on how to effectively use the human resources management audit framework based on the Tiantan Model.Firstly,this paper combs and summarizes the literature of human resource management and human resource management auditing,and discusses the Tiantan Model theory,human resource value chain theory,PDCA cycle theory and trustee management responsibility theory,and builds the human resources management audit framework for this paper.Secondly,it expounds the objectives and principles of the enterprise human resources management audit framework based on the Tiantan Model,and builds a systematic and operational human resource management audit framework based on the Tiantan Model,including audit objectives,content,procedures,methods and standards,designed to conduct a comprehensive audit of human resources functions,rules,actions,infrastructure,and human capital.Finally,it introduces the general situation of J Group,analyzes the status quo of its audit human resource management,summarizes the problems,and applies the auditing framework based on the Tiantan Model to the human resources management audit of J Group.From the four aspects of strengthening the process management of human resources management audit,improving the external legal environment,improving the strategic understanding of human resources management audit,and strengthening the knowledge reserve and comprehensive quality of auditors' human resources management,we propose other suggestions needed when applying the model.The innovations of this paper include: First,based on the all-round,non-isolated "Tiantan Model",with five parts as the main line,starting from the objectives,content,procedures,methods and standards,and constructing a systematic human The resource management audit framework makes the audit work hierarchical.For the various aspects of enterprise human resource management,the current centralized scatter audit of the group is transferred to the comprehensive system stage.Second,the operability of the PODCA audit procedure is constructed.On the basis of the PDCA audit procedure,the addition of the off-site auditing process constitutes a new PODCA auditing process,which makes the internal audit department's workflow more complete.
