At present,China’s urban rail transit is in a period of great development.However,the financial pressure of the subway project for local governments is very large.Huge initial construction costs and post-operation costs are the most important factors restricting the development of urban rail transit.Metro also has its own public welfare,it can not be avoided a deficit in the operation.How to reduce the operating cost of the subway has become an indispensable aspect of urban rail transit operations research.Among the operating costs of urban rail transit,the ratio of employee wages,benefits,and training expenses is the highest,and the surge in human resource costs has become an important shortcoming that restricts the development of urban rail transit operations.The Shenzhen Metro Operation Branch outsourced some non-core businesses,and the outsourcing of station personnel(station assistants)is an important part of its outsourcing project.The cost of the contractor in the outsourcing project of the station personnel includes the ex ante cost,the implementation process cost and the after-the-fact cost.The factors affecting the service cost of outsourcing project of station personnel are also various,including the awareness of the outsourcing project of the station personnel,the operation management of the service provider itself,market competition and policies and regulations.The proceeds of the contractor in the outsourcing project of the station personnel include direct economic benefits,transfer income and human resource costs of the original employees.This paper studies the cost and benefit of the outsourcing project of Shenzhen Metro Line 3 station personnel,follows the necessary theory and learning methods,and combines the actual project case with the theoretical knowledge to take the Shenzhen Metro Line 3 station personnel outsourcing project as a specific case.The implementation process of the station personnel outsourcing project was analyzed,and the management and risk management of the outsourcing project were also analyzed in detail.Through the personnel configuration before and after the station personnel outsourcing project,window personnel ticketing errors,window service complaints and other indicators qualitative analysis of the station personnel outsourcing project.Through the specific analysis of the cost composition and income composition of the station personnel outsourcing process,the cost and benefit of the deterministic nature of the station personnel outsourcing project are quantitatively analyzed.To provide relevant theoretical foundations and cognition for the outsourcing of subway industry station personnel,other metro operators can refer to the analysis of the implementation process of station personnel outsourcing in this paper,and make decisions on outsourcing of station personnel in light of the company’s own situation.Mainly completed the following aspects.(1)Literature review.The paper expounds the research status of relevant literature at home and abroad,including the research status of outsourcing income risk at home and abroad and the related literature review at home and abroad.The related theory overview includes the definition of human resource outsourcing,the analysis of station personnel outsourcing project and the problems of station personnel outsourcing project and trends.(2)Analysis of the cost and benefit of outsourcing project for station personnel.The system studies the hypothetical conditions of cost and benefit analysis,the financial indicators of cost and benefit analysis,the cost and benefit analysis steps and the cost and benefit analysis and evaluation methods,and establishes an analytical framework of deterministic costs and benefits.(3)Research on the cost and benefit of outsourcing project of Shenzhen Metro Line 3 station personnel.The system studied the general situation of Shenzhen Metro Line 3,the implementation process of the station personnel outsourcing project,measured the deterministic cost and benefit,and used the cost and benefit analysis framework to comprehensively evaluate the outsourcing project of the station personnel.
