As the scale of urban rail transit operating enterprise in H city continues to expand requiring a larger number of employees,problems such as rising labor cost,higher staff turnover rate,and greater recruitment pressure are becoming increasingly prominent.In order to effectively control the labor cost without compromising the quality of metro service,this thesis is to optimize the third-party outsourcing scheme adopted by the metro enterprise of H city in providing metro services,proposing a larger scale of outsourcing scheme so as to relieve the employment pressure met by the enterprise.First,relevant literatures are examined to expound the meaning of outsourcing,its origin and development,and its classifications.Transaction Cost Theory and Principal-Agent Theory are also discussed to lay the theoretical foundation of this thesis.Second,this thesis provides an overview of the metro enterprise of H city,and analyzes the employment mode of its present positions,as well as the characteristics of such positions.Following this,a feasibility analysis of outsourcing metro services is proposed based on a comparison of cost and work performances between the outsourced staff and the internal staff,on the popularity of outsourcing,and on an investigation into the outsourcing practice of the metro enterprises in other cities.In addition,through interviewing the executives and conducting a satisfaction survey for the outsourced staff and the internal staff,this thesis also reveals the metro enterprise’s attitudes towards outsourcing metro services,and points out the current problems found in the actual execution of the metro enterprise’s outsourcing scheme in H city.Finally,advices are put forward for improving outsourcing metro staff.This would first include an optimizing scheme designed in four aspects—namely,the selection of outsourcing companies,the responsibilities of the outsourced metro service staff,the arrangement of such staff,and last their training.Also,organization guarantee,mechanism guarantee,quality management,implementation plan,and risk management of the outsourcing scheme are emphasized as five important guarantors of the implementation of the outsourcing scheme.
