China's Food Safety Supervision Issues And Optimization Research From The Perspective Of Strategic Triangle Model

Food safety issues are the most basic problem for people's livelihood.Since the 18 th National Congress,the communist Party of China and the state have attached great importance to food safety.The Nineteenth National Congress has raised food safety to the level of national strategy.However,frequent food safety incidents have continuously impacted people's pursuit of a better life and affected the improvement of people's living quality.In recent years,the issue of food safety supervision has been a hot topic in academic circles.Domestic research focuses on the means of supervision,foreign advanced experience,stakeholder stakeholder analysis and other aspects.Few studies explore the realization of food safety supervision from the level of government creating public value to meet people's needs.This paper applies public value management theory and strategic management theory,applies strategic triangle model to food safety supervision,and constructs an analytical framework to optimize food safety supervision in China.With the method of multi-case analysis,three specific cases of Shuanghui "Shouroujing" incident,“Digouyou” incident and Shanghai Fuxi expired meat incident were selected to analyze,and the problems in mission management,support and legitimacy,and operation ability of food safety supervision in China were summarized.Based on the successful experience of the United States and the European Union,and from the perspective of government creating public value,this paper puts forward specific suggestions and measures to optimize China's food safety supervision in the framework of strategic triangular model analysis:(1)establishing and paying attention to stakeholders through communication mechanism to convey the regulatory mission;(2)improving the legal system,innovate regulatory procedures,enhance government credibility,seek public support and legitimacy;(3)improve operational capacity,improve the efficiency of regulatory operation,and promote the realization of the strategic goal of "reassuring people to eat".To a certain extent,this paper demonstrates the feasibility of applying public value management theory and strategic triangle model to food safety supervision,and also has important practical significance for solving the problems existing in food safety supervision.
