Research On Development Model And Industry Gathering Of China-Belarus Industrial Park

As a new type of foreign investment,the Overseas Economic and Trade Cooperation Zone is an effective way to promote China's“The Belt and Road" initiative and“going out" strategy.Belarus is located on“The Belt and Road" between Europe and Asia and is also the main thoroughfare between the Baltic and the Black Sea.The China-Belarus Industrial Park promoted by the governments of China and Belarus is the park with the largest development area,the highest level of cooperation and the most favorable policies among China's Overseas Economic and Trade Cooperation Zones.Under the guidance of international investment theory.Free Economic Zone theory and geopolitical theory,this paper takes China-Belarus Industrial Park as the research object.Firstly,it analyzes the bilateral trade and investment cooperation between China and Belarus,analyzes the trade dependence between China and Belarus by using the HM index,and summarizes the characteristics of bilateral trade and China's investment in Belarus.Then it analyzes the investment environment,Location conditions,planning assumptions and development status of China-Belarus Industrial Park,and on this basis.use the EG index model to quantitatively analyze the industrial Gathering of China-Belarus Industrial Park.By analyzing the development status and development advantages of China-Belarus Industrial Park,it is concluded that there are limitations of Belarusian natural environment and cultural differences in China-Belarus Industrial Park;there are limitations in products entering the market;there is no unified standard in technology;competition in Lithuanian park;Problems with expectations are too high.Based on the above problems,the countermeasures and suggestions for the development of China-Belarus Industrial Park are proposed from three levels:government park and enterprise:the Chinese government should cultivate science and engineering talents who are proficient in Russian and hold the Belarus Investment Forum.The Belarusian government should speed up negotiations with the EU.Coordinate with the countries of the Eurasian Economic Union to formulate unified technical standards and strengthen cooperation with the Lithuanian government;the park should locate the industry in the planning of scientific research parks,reduce the barriers to entry and industry restrictions,and realize the planning goals of the park in phases.Strengthen the accurate interpretation of Belarusian policies and laws and regulations,and establish a "Chinese-owned enterprise entrepreneurship incubation zone";enterprises should pay attention to fulfilling corporate responsibilities,clarify local laws and regulations,protect the local environment,and use local Belarusian employees as much as possible to realize localization of the park.
