Research On The Dilemma And Countermeasure Of Sharing Economy Supervision In China

The Nineteenth National Congress of the CPC pointed out that the main social contradictions in our country have been transformed into the contradiction between the people’s growing need for a better life and the unbalanced and inadequate development.Socialism with Chinese characteristics has entered a new era.Under the background of the new era of socialism with Chinese characteristics,relying on the new round of scientific and technological revolution,the rapid rise of new forms of sharing economy,it is of great significance in implementing the new national development concept,promoting the structural reform of supply side,creating new momentum for economic growth,and discovering and meeting the diverse needs of the people.In 2018,China’s share economy market turnover was2942 billion yuan,an increase of 41.6% over the previous year.In the next three years,it is expected to maintain an average annual growth of more than30%.The important role of share economy in stabilizing employment and promoting consumption will be further highlighted.However,China’s share economy is facing a series of serious problems brought about by market failure at the same time of rapid development: negative external effects,consumer rights and interests protection,excessive consumption of public resources.The existence of these problems not only hinders the orderly development of China’s shared economy,but also has a lot of negative effects on the overall economic order of the society,which urgently needs the effective intervention of government regulation.However,different from the traditional mode of economic operation,the new form of sharing economy has brought many severe challenges to the existing government supervision system.Our government has encountered many practical difficulties in the practice of sharing economy supervision,which need to be solved urgently.This paper focuses on the regulatory dilemma of sharing economy and the way to solve it.Firstly,the related concepts and theories of sharingeconomy regulation are elaborated.Secondly,based on the analysis of game model and the summary of market failure phenomena in China’s current sharing economy development,the necessity of effective supervision on sharing economy is clarified.After that,by sorting out the policy documents related to sharing economy formats published in recent years and analyzing the practice ofsharing economy supervision,it is found that in different stages of sharing economy development,the regulatory dilemma faced by government regulatory authorities is also different.This paper argues that the root causes of these regulatory dilemmas lie in the lack of in-depth understanding,incompatibility of regulatory system,backward technical means of supervision,and lack of a good social governance environment in the regulatory activities of government supervision departments in sharing economy.Finally,in view of the causes of regulatory dilemma and the related theories of sharing economy regulation,this paper holds that in order to solve the many practical dilemmas faced by our government in the process of sharing economy regulation,and to achieve effective regulation and governance of sharing economy,we must reconstruct our sharing economy supervision and governance system from four aspects:improving the level of recognition,deepening reform,strengthening technical support and optimizing the regulatory environment.The reconstruction of sharing economic supervision system and the improvement of governance level will not only promote China’s sharing of economic development and economic prosperity,but also bring useful regulatory ideas for the supervision of emerging industries represented by sharing economy.It will also be conducive to the further modernization of China’s national governance system and governance capacity.
