Research On Government Prudential Supervision In The Development Of The Sharing Economy

With the rapid development of Internet technology,the concept of sharing has followed.A new business economic model has emerged in the form of sharing.Shared economy has been recognized by the public with its advantages of convenience,efficiency and novelty,covering a wide range of field and convenient to use,which has achieved efficient docking.It promotes the utilization efficiency of social resources and wealth,improves the utilization rate of vacant resources,meets the consumption needs of the people,and provides greater convenience.As shared economy involves a wide range of fields,such as sharing traffic,sharing housing,sharing logistics,sharing catering and sharing finance,it has greatly affected people’s daily life,bringing convenience to the public,and becoming an important supporting force in the social service industry.After the explosive development of the shared economy,it broke the original development mode of the traditional economy and had an impact on the traditional industries.Due to the immature and imperfect development of the shared economy,many problems such as monopoly and malicious competition,chaotic urban order,regulatory failure and so on were exposed,causing social concern and social contradictions.Many areas involved in the shared economy are blank in government regulation,and some regulatory models cannot adapt to the development of new forms of business,and the supervision methods are insufficient,which makes supervision more difficult and wider.How can the government timely adjust its strategies in the face of new forms of business and play a guiding role in the market? How to prudently supervise the shared economy and how to deal with the obstacles and bottlenecks encountered in the development of the shared economy to further improve the supervision efficiency and innovate the supervision mode are major issues faced by the government in the supervision of the shared economy.This article adopts the method of literature research and case analysis,through literature review,using the theory of public management and relevant principles of administrative laws.Based on the study of relevant courses,this article analyzes the current situation of shared economic development,common problems and causes,and puts forward some suggestions and countermeasures.Now the government has made a preliminary exploration of prudent supervision in the shared economy.Taking shared transportation as an example,the supervision system of network car-sharing and bicycle-sharing has achieved initial results.The government’s prudent supervision system has been preliminarily sorted out by integrating the above practices and experiences.By analyzing the current status of Shared traffic,it is found that the government has aproblem with prudential regulation.In general,in the shared economy,the government’s prudential supervision has problems such as single supervision and management measures,unclear supervision subject,insecurity of platform data and user information,incomplete credit investigation system,and the imperfect regulatory methods,etc.Through the analysis of the problems,it is found that the causes of the problems are the lack of supervision due to the collision between traditional economy and shared economy,barriers to information sharing,ineffective network information security protection measures,unclear boundaries between effective government supervision and encouraging development,and regulatory faults due to multiple management.
