Research On The Regulation Of China's Online Car From The Perspective Of Shared Economy

With the development of society and the continuous progress of information technology,the sharing economy model has emerged quietly.As a new economic model,sharing economy improves the utilization efficiency of social idle resources,increases consumer welfare,and has strong vitality and broad prospects for development.As a representative of the sharing economy,online car,with its comfortable and convenient ride experience and high degree of freedom in route planning,caters to the public's pursuit of improving travel experience and alleviates the problem of "difficult ride" to some extent.However,as a new form of business,online car platform enterprises were eager to open up the market at the early stage of its birth and carried out "subsidy wars" in various forms such as discounts and vouchers,which led to unfair market competition and disrupted the normal market order.At the same time,its emergence and development also broke the profit pattern of the traditional taxi industry,which had monopolized the travel market for a long time,and caused some unstable factors in the taxi industry.Therefore,how to regulate online car has become a difficult problem for the government.In this context,the ministry of communications,the ministry of industry and information technology and other seven ministries and commissions in July 2016 issued the "interim measures on the management of online taxi booking services",which recognized the legal status of online taxi booking and laid the overall tone of "encouraging development".However,the superposition of the old and new policies has brought about the interest game between industries and various subjects.Some local governments use their own discretion to "increase" the policy,which is suspected of local protectionism and over-regulation and seriously hinders the sustainable and healthy development of online car.In view of this,this paper adopts literature method and comparative method,this paper about car sharing economic model net concept,development process and reasons of vigorous development,points out that the network about the impact on the traditional taxi industry,the necessity of government regulation on net about car,and through the New Deal after the regulatory situation points out that network about car existing in the supervision of Governnent regulation is inefficient,the market mechanism is not sound,lack of social forces to participate in and so on.Finally,based on the regulatory experience of the United States,the United Kingdom,Singapore and other countries,this paper proposes countermeasures to solve the problems,that is,the government,the platform and the society should coordinate the supervision,and adhere to the concept of "relaxed access" and"inclusive and prudent" in the sharing economy.At the same time,we must accelerate the reform of the management of the taxi industry,seeking traditional web about car and taxi "the greatest common divisor" between the two,draw the "largest concentric circles",make and web about taxi can promote each other,complement each other,to speed up the convergence,common development and make contributions to the rapid development of China's travel market.
