The Investigation Report On Social Insurance Of Dispatched Workers

The report made at the 19 th CPC National Congress stated," We will act on the policy requirements to help those most in need,to build a tightly woven safety net,and to build the necessary institutions,as we work to develop a sustainable multi-tiered social security system that covers the entire population in both urban and rural areas,with clearly defined rights and responsibilities,and support that hits the right level." Social insurance is an important part of China's social security system,and laborers are the main body enjoying social insurance benefits.Therefore,the realization of workers' social insurance rights is related to the perfection of the social security system.At present,the dispatched workers are the vulnerable group among the laborers in our country,and their social insurance rights are often violated.This not only affects the operation effect of social insurance,but also affects the perfection of social security system.Thus,the author takes Jiaozuo,Henan Province as an example to investigate the social insurance situation of the dispatched workers in some service industries,hoping to find out the existing problems through investigation and suit the remedy to the case,so as to realize the social insurance rights and interests of the dispatched workers better.The survey was conducted in three stages and 531 valid questionnaires were collected.On this basis,the author analyzes the research results from the qualitative and quantitative perspectives respectively,so as to understand the social insurance situation of dispatched workers better.Finally,the main conclusions are as follows: the labor service dispatch industry has problems of irregular operation.Most of the dispatched workers come from rural areas.Their education level is generally low and many of them are older people.The level of social insurance protection for dispatched workers is generally low,and the social insurance rights of the majority of dispatched workers are violated.Their awareness of social insurance is generally weak.The six factors of " age"," household registration type"," occupation"," whether to sign a contract with the labor dispatching unit"," working years of the dispatched workers" and " whether to pay attention to the existence of social insurance" will affect the realization of the social insurance rights of the dispatched workers.Finally,the author puts forward countermeasures and suggestions from four angles of the government,labor dispatching units,employing units and dispatched workers to solve the problems existing in the labor service dispatch industry,hoping to realize the social insurance rights of the dispatched workers better.
