| The deepening of China's reform and opening-up, the reconstruction of rural economic system the adjustment of industrial structures, and the quickening of transferring speed of the rural surplus labor force, more and more peasants enter cities for working, thus forming a great colony of peasant workers. The emergence of peasant workers do not only increase peasants'income, hasten the development of rural areas, but also do great contribution to the development of urban economy. However, due to the dual census register systems between cities and villages, the peasant workers are marginalize in an embarrassed situation in cities: they are "immigrated population" or "temporary population", still with their peasant identity in cities, while in village they are not peasants of real sense for they are absent from villages throughout the year and most of them do not embark on agriculture. Building social old-age insurance of peasants is imperative under the situation. Building social old-age insurance of peasant workers will be conducive to China's industrialization process, helpful to China's social security, do goods to the development of agriculture, and is the necessity of dual social security system.The Central Government and local governments both have set some regulations for the old age insurance of the farmer workers, however, owing to complexity of the farmer workers themselves, these regulations fail to get ideal implementing effects, and the farmer workers do not really receive old age insurance. Though the difficulties are objectively existed, there is necessity of the actualization of the peasant workers' old age insurance. What's more, the latter it is resolved, the higher cost it will be paid for. This dissertation analyzes the old-age insurance of the peasant workers, and puts forward several countermeasures and suggestions.Constructing social security system of peasant workers adapts to the requirement of our social development and the desire of peasant workers. However, in the process of imagine and implement, there are sorts of obstacles, which include neglecting by register system, lacking of funds, and peasant workers themselves. Understanding and analyzing these obstacle reasons will be propitious to the final solving of the problem.According to the characteristics of peasants and their demand for social security, they call for the establishment of a genuine demand for peasant workers relatively independent social old-age insurance system. In a specific system, in accordance with their needs priorities, phased, step-by-step way to build targeted social old-age insurance system for peasants.This dissertation's body part altogether consists of four parts. Part One is a brief review of the forming history of the peasant workers, and analyzes the situation of peasant workers'employment, income and old-age insurance. Part two introduces and evaluates the present regulations set by both central and local governments for the old-age insurance of the peasant workers, with a conclusion that, though these regulations are somewhat positive, actually many regulations fail to give ideal approach to the old-age insurance of the peasant workers. Part Three briefly depicts the obstacles in process of building the peasant workers'old-age insurance. Part four puts forward some countermeasures and suggestions. |
