In recent years, migrant workers has become the focus of attention of all levels of government and all other circles of the society, as the enormous number of them continuously increases and conflicts and social issues related to them have emerged and can't be ignored. The social security of migrant workers has been improved as policy and procedures were issued for enforcement by government. However, insufficiency exists with improvement at the same time. Most of all, different areas follow different modes of policies and procedures, for example: migrant workers being taken into metropolitan workers' social security system, costumed social security system being migrant worker orientated, a complex commercial insurance for migrate workers being integrated into social security system, migrate workers joining in the endowment insurance or the new joint medical care system of rural area. Moreover, the policy and procedures currently implemented by all areas are still at the underway stage of trial and therefore incomplete, lacking consolidation and operability within national range. Furthermore, not executed effectively, the current social security system did not benefit migrant workers in practice. Social insurance is an important aspect of social security, being an effective and direct way for migrant worker to resist the risk of workplace injury and access medical care. Disadvantaged with low income and bad working conditions, and Migrant workers need social insurance desperately. But their disadvantage of low income and fluid and random employment status are the barriers for them to pay for insurance policies and benefit from them. So there is a conflict of a demand for insurance and a lack of supply of social insurance policies to meet the demand, which cries for consolidate policy and procedures and standard norms to enable migrant worker to have access to and enjoy the continuity of social insurance. So it is urgent to build up within the whole nation a social insurance system that accommodates the feature of and is tailored for migrant workers, independent from the metropolitan social insurance system, to make overall plans at a high level by multiple means.
