Research On The PPP Model Of The Industrial Park’s Development And Construction In China

With the acceleration of new urbanization construction as well as a series of deleveraging policies made by local governments,it results in the phenomenon that the financing channels of local governments will be further narrowed.However,its responsibility of infrastructure and public services cannot be alleviated.The new Budget Law restricts the local government from financing on the financing platform,and it makes the local government seek social capital to participate in the development and construction of various public utilities,thus promoting the development of the PPP model.The PPP model of the industrial park of China Fortune Land Development Co.,Ltd(hereinafter referred to as CFLD)conforms to the trend of national strategy and policy,aims to achieve the three goals--economic development,urban development,and livelihood guarantee in the region,makes efforts to promote the networking construction of large,medium and small cities,and enhances the attractiveness and carrying capacity of the transferred population.It is of great significance for the PPP model of the industrial park of CFLD(hereinafter referred to as CFLD model)to promote China’s construction of new urbanization as well as the industrial development.On the basis of the background of the current new urbanization development and industrial transformation and upgrading as well as the local government’s deleveraging policy,this thesis firstly combs the relevant literature theories at home and aboard,and expounds in detail the current development situation of China’s industrial park,the PPP model and the CFLD mode as well as three development and construction modes of China’s industrial park.Secondly,based on the changes of financial indexes and many specific project cases of CFLD since its listing,this thesis makes an in-depth analysis and research on the following three aspects of the CFLD model: financing mode,operation mode,and income mode.Then,in combination with many actual cases,it points out the existing problems in the practical application of the current happiness model: the difficulty of financing under deleveraging is increasing;the industrial adjustment causes the operational fluctuation of the PPP Mode;the operational management capability of CFLD needs to be improved.Finally,it puts forward the following policy suggestion: expanding the financing mode actively,selecting to optimize the cooperative industries,and enhancing the ability of operation and management effectively so as to promote the healthy and orderly development of the CFLD model.This thesis also provides many references and suggestions for the development and construction of China’s industrial parks by applying the PPP model in social capital under the condition of controlling macroscopic leverage and government debt limitation.
