The rapid development of industry has brought rich material wealth to our country,but at the same time it has also caused great damage to the environment.A large number of harmful substances discharged during its operation have caused serious damage to our country's ecological security.Eco-industrial park happens to be a bridge to achieve win-win environmental and economic benefits,providing a new direction to solve the pollution problems brought by industrial development.In this paper,the eco-industrial park is taken as the research object,and the process of constructing eco-industrial park is put forward.Then,based on the investment scale and environmental constraints,an optimization model is constructed to determine the industrial scale under different target conditions.In this paper,the construction of eco-industrial park in X city is taken as the research object.Firstly,the material flow and energy flow of existing industries in the original industrial park are analyzed,and the underground coal gasification industry is introduced in combination with the current situation of the industrial park.Then,a set of methods to calculate industrial symbiosis degree is put forward.Firstly,industries with higher symbiosis degree are selected qualitatively and then quantitatively,and the initial eco-industrial park is established.In order to determine the specific scale of each industry in the industrial park,analysis is carried out from two angles.The first angle is to consider only the environmental benefits,and to determine the industrial scale under this angle by using Lingo through constructing the objective function with the energy consumption per unit output value and the emission of three wastes per unit output value as indexes.The second angle is to consider the comprehensive benefits.The comprehensive benefits select indicators from the angles of economic benefits and environmental benefits respectively.The evaluation index for economic benefits is industrial added value,and the index for environmental benefits is the ratio of the recycling amount of wastes among enterprises to the total amount of pollutants produced by a single enterprise.At this time,NSGA-II algorithm is used to solve the industrial scale under the double objectives.In order to further improve the mutually beneficial symbiotic relationship between industries,realize the deep utilization of resource-based products,and reduce the overall pollution emission and resource demand of the initial ecological industrial chain,this paper first analyzes the input and output of the primary industrial chain.Then carry out material balance accounting on the whole industrial chain to determine the overall products,by-products and wastes;Secondly,combined with the possible mutual utilization network of by-products and"wastes"in the industrial chain,the material flow and energy flow analysis methods of industrial ecology and circular economy and the 3R principle are applied to initially identify the industries introduced by the extension of the industrial chain,and then determine the mutual utilization relationship between the by-products and"wastes"in the extended ecological industrial chain.Finally,based on the two angles of maximizing environmental benefits and optimizing comprehensive benefits,the industrial scale of the extended eco-industrial chain under two different optimization objectives is determined respectively.The results show that,based on environmental benefits,the scale of each industry is 150,000 t coking,200,000t iron smelting,350,000 t steel making and 588.796 million Nm~3 underground coal gasification.Based on comprehensive benefits,the scale of each industry is:136,700 t coking,149,200 t iron smelting,315,000 t steel making and 425,870,000 Nm~3underground coal gasification.Secondly,the material balance calculation is carried out,and the three industry of gas power generation,chlor-alkali and ammonia synthesis is introduced after extension.Finally,target planning is used to determine the production scale of each industry after extension.Based on environmental benefits,the scale of each industry is:150,000 t coking,200,000 t iron smelting,350,000 t steel making,344million Nm~3 underground coal gasification,6.5 billion degree power generation,280,000 t chlor-alkali and 130,000 t ammonia synthesis.Based on comprehensive benefits,the scale of each industry is 178,800 t coking,256,100 t iron smelting,384,000t steel making,327,540,000 Nm~3 underground coal gasification,4.1 billion degree power generation,327,000 t chlor-alkali and 135,000 t ammonia synthesis..
