Study On The Integration Of Food Safety Supervision Functions Of Local Government After The Merger Of The Three Bureau

With the development of food industry,network technology and the improvement of people's living standards,food safety has increasingly become a social concern.However,the frequent outbreaks of food safety incidents in recent years have tortured the government's regulatory capacity.In recent years,the food safety supervision system has completed the reform from bottom to top.The former Administration for Industry and Commerce,Administration of Quality and Technology Supervision and Food and Drug Administration have integrated and established a new market supervision bureau to supervise the whole process of food production,circulation and catering consumption.This integrated supervision mode transforms the original "fragmentation" and "sectional" management mode into "holistic" governance,and gives full play to the respective advantages of the three bureaus of industry and commerce,quality supervision and food and drug supervision,so as to carry out food safety supervision in many ways and in many aspects.However,the newly established institutions have not yet been able to accomplish the task of functional integration.They are more physical than chemical integration.They still adopt the piecewise management mode in the past.There are still "weakening" coordination role of the Food Safety Committee,weakening the professionalism of food safety supervision,top-heavy organizations,collision of supervision concepts,and stringent law enforcement conflicts among law enforcement personnel.Serious problems.Food safety supervision at the grass-roots level is an important part of food safety supervision and plays a foundational role.The county government is the pioneer in the institutional reform.The integration of food safety supervision functions is first piloted at the county level.The advantages and disadvantages of food safety supervision work brought by the integration of institutions are also revealed at this level.The problems of food safety supervision at the county level are solved.It is very important to straighten out the whole food safety supervision system and promote the scientific operation of the food safety supervision system.Taking Jinyun County in Zhejiang Province as an example,this paper summarizes the current situation of the institutional reform of food safety supervision system in Jinyun County by means of literature research,individual interviews and case analysis,analyses the existing problems,studies the causes behind the problems,and finally puts forward to improve the legal and regulatory system,including establishing a new concept of food safety supervision and accelerating the construction of the system.Thoughts and Countermeasures of modernizing the legal system of market supervision,perfecting the organizational mechanism of government food safety supervision,strengthening talents,technology and financial support.
