Food safety issues relate to national interest and people’s livelihood. At present,food safety affairs take place frequently and have aroused high attention from variousaspects. Meanwhile, it also exposes that there are many problems in terms of domesticfood safety supervision and management. What we are in dire need of solution is toexplore and analyze effective food safety supervision system and create harmonious,safe and healthy food consumption environment. Since production&processing fieldserves as an important link of food safety supervision, the task about the establishmentof scientific and reasonable food safety supervision measures needs us further deeplyanalyze and research.With the food safety supervision and management for production&processinglink in A’cheng district as the research object, this article aims at current condition andthe problems of food safety supervision and management for this link, carries outin-depth research and analysis, and intents to explore more effective food safetysupervision strategy with strong operability. With domestic and overseas researchachievements of food safety supervision theory as the first choice, this article conductsreview, defines the basic concept of food safety, and conducts an elaboration andanalysis to the gaming among food safety supervising subjects and the informationasymmetry of supervision and management from the perspective of economics. Then, itanalyzes and points out existed unevenness of development, high risk coefficient, badself-checking capability, low personnel quality and potential moral hazard regardingfood industry and supervision department while combining with food safety supervisionenvironment and current condition of this link; there are several problems such assupervision organization is imperfect and has weak power, new supervision mode hasdifficulty in playing anticipated effects, supervision of jurisdiction lacks effective boostand implementation, special rectification and investigation for food has unapparenteffects, risk pre-warning and rapid response mechanism are in need. Moreover, theexistence of this kind of problems has seriously restricted the smooth development ofeffective food safety supervision work for production&processing link in A’chengdistrict. At last, through learning advanced operation experience from domestic andoverseas food safety supervision and management and combination with the actualcondition of A’cheng, the effective strategy suggestion about how to improvesupervision method and mode and to promote the food safety supervision andmanagement is proposed so as to stimulate the healthy development of grass-roots foodsafety supervision work.
