Since the 21st century, the science and technology economy has gradually spread from the depth and the breadth to society's aspects, and it occupied the dominant position of international economy. In the process of economic development in today's world, high-tech industry has become the driving force of world economic development and measure an important indicator of overall national strength. As we all know, small and medium scaled high-tech enterprise with its own characteristics and advantages of high-tech industry has become an important part. And the technology is the development of small and medium high-tech enterprise the main driving force in the enterprise resource disposal one of the most important elements. The scientific knowledge, the technical creation, the usage and the increment must depend upon the performance of enterprise's staffs eventually. Therefore, the key of the development of the middle and small scale technical enterprise lies in the human resources development. Firstly, this article gives a brief overview of the background, definitions and theories of human resource-related of development of small and medium scale high-tech enterprises, followed with conducting an empirical study of examples (Beijing Yuewei Gene Technology Co., Ltd. We can call it BYGTC company for short.) of human resources development of small and medium sized technology companies and has discovered some problems. Says is specifically:there are three macroscopic aspects: strategic human resources management, systematic management of human resources and the cultural construction of enterprise and the microscopic eight specific issues, including family management, individual incentives, the performance evaluation mechanism and the feedback channel, scientific and technological talent management, the operational "gray-collar" professionals should be concerned about brain drain, there are also human resource acquisition difficult. Finally, the company put forward the corresponding solutions for their information.
