With the implementation of the 2025 National Development Strategy,the market has formed a strong demand for dedicated manufacturing equipment.In a competitive market environment,R & D ability is the lifeline of dedicated manufacturing enterprises,and R & D personnel are knowledge-based talents,and the power source of enterprise development.In this context,taking the R & D personnel of TSTD Company as the research object,research and optimize R & D personnel performance appraisal system.This paper uses the method of Fishbone Diagram,analyzes and finds a series of problems about performance appraisal of R & D personnel in TSTD Company such as low participation of R & D personnel,simple appraisal method,less appraisal subject,imperfect index system,absent performance results feedback mechanism and so on.Using PDCA cycle,360-degree performance appraisal method,KPI method,analytic hierarchy process method,flow chart method to optimize a series of problems,establish R & D personnel performance appraisal model,use random sampling method and select 20 R & D personnel who from each R & D department of TSTD Company to appraise R & D personnel,and form a standardized performance appraisal system for R & D personnel of TSTD Company.Finally,it puts measures of safeguard,ensures that the optimized performance appraisal system can be carried out smoothly and be able to work in line with the actual performance appraisal,assesses the effect of optimization from three aspects: assessment process and participation degree,enterprise economic cost and employee satisfaction.Contrast before and after optimization,the participation degree increased from 6 to 11,increased 29.4%,the process step increased from 5 steps to 14 steps,increased 180%,the economic cost of enterprise performance appraisal reduced 12740 yuan,comprehensive satisfaction reached 91.79%.In this paper,through series optimization,a perfect performance evaluation system for R & D personnel is set up for TSTD company,which has increased the participation degree,reduced the economic cost,improved the employee satisfaction,and stimulated the enthusiasm of the R & D staff,and it becomes a research case to carry out the optimization work for similar enterprises.
