| With the increasing investment in education and the increasing enrollment of colleges and universities,the construction of infrastructure projects in Colleges and universities in China has reached a climax.Corruption in the field of infrastructure has also entered a "concentrated periodn and has increasingly become a serious disaster area of corruption in Colleges and universities.Universities which should be the pure land of education have also become fertile soil to nourish engineering corruption.Corruption in the field of university infrastructure has become an obstacle to the development of education in China.Therefore,it is necessary to analyze and study the corruption of university infrastructure projects,which is of great significance for ensuring the steady development of education in China and curbing the corruption of University infrastructure.Different from the exiting qualitative researches that focus on politics,economics,law and ethics etc.in middle and macroscopic level,this paper choose an empirical study method with 40 typical cases to research the meta correlations among corruption severity measured by individual characteristics and behavior section by quality comparative analysis(QCA).This study find that there is complex multiple concurrent causation among those factors,furthermore,the configuration of corruption of those infrastructure projects could be divided int six types,among which,the coverage of three types,namely 59-year-old phenomenon corruption,top leaders corruption and construction management corruption is over 80 percent.Finally,this study proposes recommendations,interpretation and governance of those corruption.On this basis,through sorting out and reading a large number of domestic and foreign documents,based on the Handbook on Risk Prevention and Control of Clean Government promulgated by the Ministry of Education,using expert interviews and questionnaires,this paper summarizes the key risk factors of corruption in the implementation of university infrastructure projects,establishes the main risk factors of corruption in University infrastructure projects,and constructs university infrastructure by using GeNIE2.1 software.Bayesian network model of Engineering corruption risk.Through learning and reasoning of Bayesian network model,three key risk factors of corruption in university capital construction projects are analyzed and concluded.They collude to seek unfair benefits by changing to the relevant units of interest units,to grant acceptance of unqualified projects,to bid in a bid and to five major causes.They fail to deal with the problems found in time,to grant construction,to overstep the schedule and to apply for progress payments by supervising units.Artificial factors interfere with bidding registration,should invite tenders without inviting tenders or avoid inviting tenders,and instruct subcontractors or material suppliers with designated interests.Based on the results of model analysis and questionnaire survey,some suggestions are put forward to effectively curb corruption in the implementation of capital construction projects in Colleges and universities.On the basis of a large number of data,this study uses qualitative comparative analysis and Bayesian network analysis to study the corruption configuration characteristics and risk assessment of university infrastructure projects,to explore the mechanism of corruption,to explore the key risk points of corruption in university infrastructure projects,to provide new ideas for finding breakthroughs in anti-corruption of university infrastructure projects,and to predict and prevent corruption in university infrastructure projects.It has certain value and is conducive to the control of capital construction corruption in Colleges and universities. |
