As the foundation for the development of all undertakings in the national economy,infrastructure plays an irreplaceable role in the development of society.Infrastructure project requires long investment cycles and high qualication.By adopting the PPP+EPC model,the advantages of the EPC model can be fully utilized to improve the quality and efficiency of PPP infrastructure project construction.However,PPP is the cooperative relationship between the government and the social capital in specific projects.EPC is the way in which social capital organizations carry out engineering projects.In contrast,both of them have great differences in connotation and scope.Therefore,how to achieve integration between the two models in the infrastructure project,what risks will be generated from the integration of the two models,and how to scientifically evaluate these risks,are essential for the smooth implementation of infrastructure projects under the PPP+EPC model.This paper conducts a risk evaluation study on the whole infrastructure projects under the PPP+EPC model.The full text can be divided into five parts.Firstly,the domestic and overseas literature and research results in related fields are introduced,and the research content and technical route of this paper are determined.The second part elaborates the theory of risk evaluation and selects the method of constructing the model.The risk characteristics of infrastructure projects under PPP+EPC mode are expounded.The third part identifies the risk of infrastructure projects under PPP+EPC mode and builds a risk evaluation index system.The fourth part establishes risk assessment including risk assessment and risk quantification.Through application analysis,the model proposes risk response suggestions.The fifth part summarizes the full text and proposes risk prevention recommendations from the national,government,and project company levels.The research results of this paper are as follows: Firstly,it provides a reference for the understanding of this model.The PPP+EPC model is a new type of composite contract organization,which fully exerts the subjective initiative of all parties,overcomes the state of separation and management in the traditional mode,and meets great adaptability and superiority in modernization construction.Secondly,the risk evaluation index system of infrastructure projects under the PPP+EPC model is constructed.Through the investigation and screening of risk factors,seven first-level risk indicators and 25 second-level risk indicators were finally determined,which provided reference for relevant risk management research.Thirdly,the risk evaluation model under the PPP+EPC model is constructed and the case analysis was carried out.The construction of the model includes two parts: riskassessment and risk quantification.Through the risk assessment,the overall risk level and the index risk level of the case are determined,and the corresponding fault tree and bayesian network are established according to the evaluation result,and the risk quantification result is obtained.The empirical results prove that the model is feasible.
