Since the reform and opening up,China has made great economic achievements,and the total GDP has been ranked second in the world.However,the extensive development model of unbalanced,uncoordinated and unsustainable problems are still prominent,and the trend of ecological environment deterioration has not been fundamentally reversed.In order to practice the new development concept of harmonious coexistence in the new era and better promote the construction of ecological civilization,China needs to find an effective path to achieve green development and realize the green transformation of the economy.Econometric models are applied to estimate the net effect and significance of each influencing factor on green development in most existing studies,while these studies ignore the combined effects of influencing factors on green development.Therefore,this paper attempts to explore the joint effects of various influencing factors on China’s green development efficiency.The two-stage network DEA-SBM model has been used to measure the overall efficiency and staged efficiency of green development in 30 provinces in China from2006 to 2019,and then the fuzzy-set qualitative comparative analysis method based on set theory and Boolean algebra has been applied to explore the combined effect of the factors that lead to the efficiency of green development from the Eleventh Five-Year Plan period to the Thirteenth Five-Year Plan period to find the path to achieve the efficiency of green development.Finally,the time-series qualitative comparative analysis method(TS/QCA)has been used to analyze the effective path of China’s significant changes in the number of provinces with green development efficiency from the Eleventh Five-Year Plan period to the Thirteenth Five-Year Plan period.The results show that:(1)The average green development overall efficiency shows an "N"-shaped development trend,and the average staged efficiency shows a fluctuating upward trend.The natural economic transformation efficiency in the first stage has not improved much in the last two five-year plans,while the economic social transformation efficiency in the second stage has risen each five-year plan period.On the overall trend,China’s green development level is constantly improving;(2)From the Eleventh Five-Year Plan period to the Thirteenth Five-Year Plan period,the efficiency of green development in China can be summarized into four modes: the latestage industrialization mode,the modern service industry and the high-tech industry mode,characteristic industry mode and environmental regulation mode;(3)The improvement of the level of technological innovation,the improvement of the level of economic development and the decline of the dependence on resource industries are the three necessary factors for improving the efficiency of green development in the long run;(4)No matter in the short-term or long-term,abundant resources have a negative impact on the efficiency of local green development.In order to improve the efficiency of green development in China,the following suggestions are put forward:(1)Adapting measures according to local conditions;(2)Strengthening inter-regional exchanges and cooperation to improve government governance capabilities;(3)Reconstructing the advantages of manufacturing in old industrial bases;(4)Adhering to innovation-driven development and promoting the reform of market-oriented allocation of factors;(5)Actively promoting the transformation of resource-based regions that have fallen into decline.
