According to the report of the 19th National Congress,China's economy has shifted from a high-speed growth stage to a high-quality development stage.Scientific and technological innovation is the core driving force for leading high-quality development and the strategic support for building a modern economic system.Evaluating and analyzing the performance of regional science and technology innovation driving high-quality development is of great theoretical significance and practical value for optimizing the allocation of regional innovation resources,promoting innovation driving force and promoting high-quality development.Firstly,this paper qualitatively analyzes the mechanism of regional science and technology innovation to promote high-quality development.Combining innovation-driven theory,regional coordinated development theory and economic growth quality theory,this paper expounds the relevant concepts and mechanism of science and technology innovation promoting high-quality development.By systematically analyzing and defining the high-quality development of regional science and technology innovation,the systematic process of scientific and technological innovation to promote high-quality development is divided into two stages:technological innovation and high-quality development,puts forward a conceptual model of scientific and technological innovation promoting high-quality development,and build an indicator system for technological innovation to promote high quality developmentSecondly,according to the current situation of science and technology innovation promoting high-quality development,this paper evaluates the performance of regional science and technology innovation promoting high-quality development in China by using relevant statistical data from 2006 to 2016.Firstly,the lag time of science and technology innovation promoting high-quality development is estimated by Granger causality method,then the weight is determined by CRITIC method,and then 30 provinces are evaluated and ranked by improved TOPSIS method.The results show that China's science and technology innovation drives high-quality development,the overall performance level is low,and the regional gap is large.The eastern region is obviously superior to the central and western regions.At the same time,it has the characteristics of "south strong and weak north",and scientific and technological innovation in various regions promotes high-quality development.There is much room for improvement of the performance level of high-quality development promoted by regional scientific and technological innovation.Finally,on the basis of performance evaluation,through the construction of static panel data fixed effect model and random effect model,the quantitative analysis of the factors affecting regional science and technology innovation to promote high quality development performance is carried out.The results show that,as a whole,population cultural quality,informatization level,openness,social input and intermediate output have significant promoting effects on performance.Among them,informatization level,social input and intermediate output have a greater impact,while population cultural quality and openness have a smaller impact;while government support has no significant promoting effect.From the regional level,the role of each innovation factor has regional differences.Social input has the greatest impact on the eastern and Western regions,and intermediate output has the greatest impact on the central region.
