Evaluation And Influencing Factors Of Agricultural High-Quality Development In Heilongjiang Province

Consumer demand has changed from "whether there is" to "whether it is good",which has promoted the transformation of China’s economy from pursuing quantity to pursuing quality.In2017,China’s economy officially entered the stage of high-quality development,which triggered quality changes in various fields of social economy.As the foundation of the people,the quality of agriculture’s development is directly related to the quality of economic development,and the No.1Document of the Central Committee in 2020-2022 continuously emphasized the promotion of high-quality development of agriculture,and it is an inevitable choice for agriculture.At the same time,under the "double cycle" development pattern,agriculture needs to be deeply integrated into the international and domestic markets,and the key to occupy the market lies in agricultural quality.Studying the high-quality development of agriculture is of great theoretical and practical significance for promoting the high-quality development of China’s economy,enhancing China’s comprehensive agricultural strength and influence,and promoting rural revitalization and agricultural and rural modernization.As the largest grain-producing province in China,the quality of agricultural development in Heilongjiang Province is directly related to the national food security,so it is of practical value to study the high-quality agricultural development in Heilongjiang Province.Based on the provincial agricultural development data from 2011 to 2020,the high-quality agricultural development level and its influencing factors in Heilongjiang Province were studied.Firstly,the present situation of agricultural development in Heilongjiang Province is analyzed from the perspectives of output value and industrial structure,output of main agricultural products,agricultural production conditions,agricultural ecological environment and farmers’ income,and based on this,an evaluation index system of agricultural high-quality development is constructed,which includes five dimensions of "power conversion,quality and efficiency improvement,green ecology,open competition and achievement sharing".Secondly,the improved entropy method is used to measure the agricultural high-quality development level of 30 provinces(except Tibet)in China from 2011 to 2020,and Heilongjiang Province is selected for evaluation,and then the differences between the provincial development level,the national average level and the development level of Heilongjiang Province in the main grain producing areas are compared and analyzed,and the general situation of agricultural high-quality development in Heilongjiang Province is comprehensively analyzed.Finally,the influencing factors of high-quality agricultural development in Heilongjiang Province are analyzed by the method of mutual verification of grey correlation degree and partial least squares regression model.The findings are as follows:(1)The level of agricultural high-quality development in Heilongjiang Province has increased,and there are differences in dimensions;(2)The dynamic transformation dimension needs to pay attention to the cultivation and retention of agricultural talents,the quality and efficiency improvement dimension needs to pay attention to the prevention and control of agricultural disasters,the uncoordinated agricultural structure,the short agricultural industrial chain and other issues,the open competition dimension needs to pay attention to the quality of agricultural products,the green ecological dimension can pay attention to the non-point source pollution,and the fruit sharing can pay attention to the happiness of farmers’ lives;(3)The high-quality development level of agriculture in Heilongjiang Province ranks high in the main grain producing areas,and it has advantages in the dimensions of green ecology and fruit sharing,development opportunities in the dimensions of power conversion and open competition,and weak in the dimension of quality and efficiency improvement;(4)The high-quality development of agriculture in Heilongjiang Province is greatly influenced by the agricultural disaster rate,economic factors,knowledge factors and agricultural transportation facilities.According to the research results,to achieve high-quality agricultural development,we can focus on improving quality and efficiency,power conversion and open competition,and pay attention to the core influencing factors.Therefore,this paper puts forward some countermeasures and suggestions to promote the high-quality development of agriculture in Heilongjiang Province:establishing an early warning mechanism for agricultural disasters,optimizing the internal structure of agricultural industry,increasing the proportion of agricultural products processing industry,cultivating high-quality agricultural talents,stabilizing the flow structure of agricultural talents,strengthening the construction of agricultural enterprises and agricultural brands,constructing the investment and application system of agricultural science and technology,and improving the construction of agricultural transportation and cold chain..
