Power enterprises are facing the development trend of institutional reform and the adjustment of the sales market.under this premise,how to integrate the three elements of enterprise,department and employee,better optimize the internal management,make a good strategic landing,enhance the competitiveness of enterprises and assume social responsibility,lt is a subject worthy of study.Based on the combination of related literatures and deep field investigation,this article starts from the basic theories of performance management,discusses the constituent elements and influencing factors of the performance management model.In order to build a more efficient performance management system,this research introduces the status quo of performance management in the Fuzhou Electric Power Supply Company,analyzes the current problems of it,then explore the solutions.At the organizational performance level,this article uses the Analytic Hierarchy Process(AHP)to weight the indicators and designs key performance indicators,diagnoses,improves,and optimizes the performance management system,and builds a new power enterprise performance appraisal system in the Fuzhou Power Supply Company,according to the industry characteristics of the electric power industry and those of the Fuzhou Electric Power Supply Company.At the employee's performance level,a set of appraisal plans was developed based on the standard procedures for performance management in this paper.For the management and technical staffs,the company uses the SMART principles based on four aspects of Morality,Capability,Diligence,and Achievements to refine the assessment indicators and integrate them into the work task assessment.For the skills employees,the quantitative assessment of work is implemented by using the work points,which are fully integrated with the requirements of safety and technical regulations in production line.This appraisal plan has been studied and improved in the cycle of assessment,implementation of assessment,feedback of the appraisal outcome,and the application of appraisal outcome,in order to propose the solutions of the problems and deficiencies in the existing appraisal system.
