The performance management which has been introduced into production management by modern enterprise has not only increased the productivity, but also activated the initiatives of individual workers who have now changed their views of their jobs and been willing to work to promote the interests of the enterprise. After introducing mechanism of competitive market, the domestic electric power enterprises have to clarify their own strategic objectives and apply advanced performance management system to strengthen their essential competence in accordance with specific policy regulated by the country. It is quit necessary for electric power enterprise to consider the relationship between its internal and external environment while its focus is used to be placed more on the internal increase for the ever-increasing inappropriateness of the application of the traditional shareholder-orientated performance management in a modernized, globalized competition environment. By decentralizing its stakeholder-orientated strategic objective, the electric power enterprise can assure its sustainable development and flexibility of dealing with challenges derived from uncertainties of both internal and external environment.The relationship between performance management and performance measurement has been somewhat discussed after reviewing the definition of performance and relative theories of performance management and performance measurement. The essence, influences, merits and shortcomings of two types of performance measure frameworks-balanced scorecard and performance prism have been stated. A three-dimensional, loop-closed integrated performance measure framework is proposed following an analysis of rationality of the integration of balanced scorecard and performance prism. From the perspective of enterprise management, several common problems existing in electric power enterprise are presented, it is then discussed how to use the proposed integrated performance measure framework to construct an integrated performance measurement system by applying the general principles of designing strategic performance management system and decentralizing the stakeholder-orientated strategic objectives. A case study is given by measuring the performance of an electric power supply company. The rationality that various stakeholder-orientated strategic performance index together reflect the whole performance level of the company is verified, and the availability of the proposed integrated performance measure framework is also confirmed. Finally, some improvement suggestions about strategic performance management of this company are recommended. The generality of this study can be used for not only electric power enterprise but also for other industry. Especially the integrated performance measure framework can somewhat contribute improvements to the strategic performance management of an enterprise.
